D002254 Authorizing the proper City officials in the Division of Parks and Recreation to execute all lease agreements that mature in 2003 and are one year or less in duration. Resolution - 03 -268 - Accepting a $950,000 Livable Communities Demonstration Account Program grant from the Metropolitan Council for the Market Lofts project at Wall and 5th Streets. Adopted Yeas - 7 Nays - 0 17. Resolution - 03 -269 - Authorizing the Department of Fire and Safety Services to accept the donation of $150.00 from Healthpartners for the Risk Watch program. Resolution - 03 -270 - Approving the request of Danate Properties, LLC to release utility easement rights in a portion of the vacated alley at 800 East Minnehaha Avenue (SW corner of Minnehaha Avenue and Arcade Street) to address title issues related to bank financing on the property. Adopted Yeas - 7 Nays - 0 FOR DISCUSSION 19. Resolution - 03 -271 - Approving the use of Neighborhood STAR Investment Initiative Funds for the Edgcumbe Play Area Enhancements project. Councilmember Harris said this is an expenditure out of the Neighborhood Investment Fund where public facilities do not need a waiver of the match required. He said it's a good example of how STAR funds can be used to enhance public facilities. Councilmember Harris moved approval. Third Reading - 03 -241 - Adopting the revised floodplain regulations and zoning maps for all property in the City of Saint Paul located within the floodplain. (Public hearing held March 5) Laid over to March 26 for final adoption 21. Second Reading - 03 -257 - An ordinance amending the interim ordinance adopted in Council File No. 01 -648 (The Arcade Street Study) by extending the terms of the interim ordinance established therein for an additional six months as authorized in Minn. Stat. § 462.357, Subd. 4. Laid over to March 26 for third reading /public hearing 22. Second Reading - 03 -258 - An ordinance creating a separate library agency and establishing its duties, powers and composition. Katie Krile, Council Research Policy Analyst, appeared on behalf of the Library Funding Task Force to present the findings and recommendations of the Task Force. She noted that they can be found in the final report which was distributed at the end of January /early February 2003. Councilmember Harris extended his thanks and appreciation to Ms. Krile for her great work on this project as well as all members of the Task Force. Councilmember Coleman congratulation Pat Harris for his initiative noting that he has worked on it for a long time. He also extended his thanks to the Task Force members. Councilmember Harris moved to introduce a substitute ordinance and lay over to March 26 for third reading /public hearing. Yeas - 7 Nays - 0 Suspension Items Councilmember Reiter moved suspension of the rules and approval of the following resolution: Resolution - 03 -272 - Entering into a contract with East Consolidated, District 6 Planning Council, Weed and Seed Program, to provide services and create the budget to authorize use of the additional funds for the services. Adopted Yeas - 7 Nays - 0 Councilmember Coleman moved suspension of the rules and approval of the following resolution: Resolution - 03 -273 - Appointing a City Council ad hoc subcommittee and delegating to it the authority to assemble and evaluate options for resolving the 2003, 2004 and beyond budget shortfalls for the City of Saint Paul and requesting that their recommendation be presented to the full City Council no later than April 2, 2003.
