representing Macalester College Program Board, 1600 Grand Avenue, for a sound level variance to
allow amplified outdoor music during their annual Fall Festival on the Old Main /Campus Center /Chapel
Quad (SW corner of Grand and Snelling Avenues) on September 19, 2003, from 4:30 p.m. to 8:30 p.m.
6. Letter from the Office of License, Inspections and Environmental Protection announcing a public
hearing before the City Council on August 27, 2003, to consider the application of Jeff Frye, Project
Manager representing Carl Bolander & Sons Company, 251 Starkey Street, Saint Paul, for a sound level
variance for a 30 hour work window between 5:00 a.m. on August 31, 2003, and 7:00 a.m. on
September 2, 2003, to allow the installation of box culverts under the Burlington Northern Santa Fe
Railroad tracks at the southwest corner of Jessamine Avenue West and Lexington Parkway North for a
pedestrian tunnel.
7. Letter from the Department of Technology and Management Services/Real Estate Division
announcing a public hearing before the City Council on September 3, 2003 to consider the petition of
Metro State University to vacate overhead space across East Seventh Street southwesterly of Maria
Avenue to facilitate construction of a skyway.
8. Letter from the Citizen Service Office /Division of Property Code Enforcement declaring 1956
Feronia Avenue as nuisance property and setting date of Legislative Hearing for August 26, 2003 and

the Sheet Metal Workers International Association Local 10 for the 2003 Wage and Fringe Adjustment.

11. Resolution - 03 -750 - Approving the Memorandum of Agreement between the City of Saint Paul and
the Bricklayers & Allied Craftworkers Local Union No. 1 of Minnesota for the 2003 Wage and Fringe

12. Resolution - 03 -751 - Changing the rate of pay for the classification of Laboratory Technician I from
Grade 29 to Grade 25 of Bargaining Unit 02, AFSCME Technical, Salary Schedule.

Pha and the reappointments of John O'Halloran and Valentine O'Malley to the Parks and Recreation
Commission.
16. Resolution - 03 -755 - Approving the reappointment, by Mayor Kelly, of Karlyn Eckman to the
Middle Mississippi Water Management Organization.
17. Resolution - 03 -756 - Authorizing City staff to make application to the Metropolitan Council for
TEA -21 funding for the following projects: Street Bikeway, Pedestrian and Transit Improvements; Ayd
Mill Road Bicycle /Pedestrian Trail; Selby Avenue Enhancements Phase II and Phase III; and Brick
Street /Alley Project.
18. Resolution - 03 -757 - Approving payment in the amount of $25,000.00 to Devonsha Burrell
Thompson and his attorney Patrick Noaker in full settlement of their claim against the City of Saint
Paul.
19. Resolution - 03 -758 - Concerning adverse action against the Cigarette /Tobacco and Retail Food
license applications submitted by Choua Moua and Jai Lor, dba Lor Dollar & Grocery, 1786 7th Street
East.
20. Resolution - 03 -759 - Concerning adverse action against the Taxicab Driver License application
