2. Communication from District Cooling St. Paul, Inc. agreeing to the request of the Office of Financial
Services for an extension of the 180 day period after District Cooling's filing of an amended Schedule A
to May 14, 2003.
3. Letter from the Department of Planning and Economic Development announcing a public hearing
before the City Council on March 26, 2003, to consider the application of Benjamin Commons Assoc. to
rezone the northern 41.33 feet of the lot at 761 Selby Avenue from B -3 General Business to RT -2
Townhouse Residential so it can be split off and attached to the Benjamin Commons Condominium
property for construction of a garage for the residents of Benjamin Commons Condominium.

4. Letter from the Office of the City Attorney announcing a public hearing before the City Council on
March 26, 2003, to consider adverse action against the Liquor On -Sale License held by Minnehaha
Tavern, Inc., dba Minnehaha Tavern, 735 White Bear Avenue North.
5. Letter from the Citizen Service Office /Division of Property Code Enforcement declaring 718
Sherburne Avenue as nuisance property and setting date of Legislative Hearing for March 25, 2003, and
City Council Hearing for April 2, 2003.
6. Administrative Orders:
D002252 Amending the 2002 budget of the Office of Cable Communications to cover year -end
variances within the Special Revenue Fund.
D002253 Authorizing the Division of Parks and Recreation to spend up to $7,000.00 for a trip to Wild
Mountain Ski Area on February 16, 2003, with monies that have been pre -paid by participants going on
the trip.
D002254 Authorizing the proper City officials in the Division of Parks and Recreation to execute all
lease agreements that mature in 2003 and are one year or less in duration.

Office of License, Inspections, and Environmental Protection.
8. Resolution - 03 -260 - Approving the appointments, by Mayor Kelly, of Laurie Burnham, Timothy
Case, Wil Totten, and Rahman Zainool to the Bicycle Advisory Board.
9. Resolution - 03 -261 - Approving the appointments, by Mayor Kelly, of Dr, Charles Crutchfield, Kalia
Lo, Laurie Richards, and Dr. Dang Tran to the Joint
City /County Health Services Advisory Committee.
10. Resolution - 03 -262 - Approving the reappointment, by Mayor Kelly, of Penny Harris Reynen to the
District Energy Board.
11. Resolution - 03 -263 - Approving the reappointment, by Mayor Kelly, of Susan Kimberly to the
Family Housing Fund Board of Directors.
12. Resolution - 03 -264 - Approving the appointments, by Mayor Kelly, of Monica Bryand, Manuel
Castillo, and Brad Jacobsen and the reappointment of Donovan Cummings to the Long Range Capital
Improvement Budget Committee.
13. Resolution - 03 -265 - Approving the appointment, by Mayor Kelly, of Dr. Fungchatou Lo to the
Ramsey Action Programs Board.
14. Resolution - 03 -266 - Approving the decisions of the Legislative Hearing Officer on Appeals for
Letters of Deficiency, Correction Notices, and Summary Abatement Orders for 962 University Avenue
West, 2500 Crosby Farm Road, and 1094 Loeb Street.
15. Resolution - 03 -267 - Finalizing City Council action approving the taxicab driver's license

16. Resolution - 03 -268 - Accepting a $950,000 Livable Communities Demonstration Account Program
grant from the Metropolitan Council for the Market Lofts project at Wall and 5th Streets.
17. Resolution - 03 -269 - Authorizing the Department of Fire and Safety Services to accept the donation
of $150.00 from Healthpartners for the Risk Watch program.
18. Resolution - 03 -270 - Approving the request of Danate Properties, LLC to release utility easement
rights in a portion of the vacated alley at 800 East Minnehaha Avenue (SW corner of Minnehaha
Avenue and Arcade Street) to address title issues related to bank financing on the property.

19. Resolution - 03 -271 - Approving the use of Neighborhood STAR Investment Initiative Funds for the
Edgcumbe Play Area Enhancements project.
ORDINANCES
NOTE: AN ORDINANCE IS A CITY LA W ENACTED BY THE CITY COUNCIL. IT IS READ AT FOUR

20. Third Reading - 03 -241 - Adopting the revised floodplain regulations and zoning maps for all
property in the City of Saint Paul located within the floodplain. (Public hearing held March 5)
21. Second Reading - 03 -257 - An ordinance amending the interim ordinance adopted in Council File
No. 01 -648 (The Arcade Street Study) by extending the terms of the interim ordinance established
therein for an additional six months as authorized in Minn. Stat. § 462.357, Subd. 4.
22. Second Reading - 03 -258 - An ordinance creating a separate library agency and establishing its
duties, powers and composition.
