Resolution - 03 -1041 - Honoring the Listening House on its Twentieth Anniversary of service and proclaiming December 17, 2003 to be Listening House Day in the City of Saint Paul. 13. Resolution - 03 -1042 - Approving payment of $60,000 to Desmond Cornelious and his attorney Robert Bennett in full settlement of their claim against the City of Saint Paul. 14. Resolution - 03 -1044 - Approving the October 30, 2003, decisions of the Legislative Hearing Officer for appeals of Letters of Deficiency, Correction Notices, and Correction Orders for the following addresses: 1927 Laurel Avenue, 361 Bates Avenue, 1941 Nortonia Avenue, and 2516 Seventh Street. 16. Resolution - 03 -1045 - Approving a Final Plat for Great Northern Business Center. 17. Resolution - 03 -1046 - Memorializing City Council action taken April 23, 2003, granting the appeal of Macalester - Groveland Community Council to a decision of the Saint Paul Planning Commission upholding a billboard repair permit issued by the Office of License, Inspections and Environmental Protection and denying the request of two district councils to revoke the repair permit for replacement of sign face panels and stringers on a rooftop billboard at 1278 Grand Avenue (SE corner of Syndicate Street). 18. Resolution - 03 -1047 - Memorializing City Council action taken April 23, 2003, granting the appeal of District 2 Community Council to a decision of the Saint Paul Planning Commission upholding a billboard repair permit issued by the Office of License, Inspections and Environmental Protection and denying the request of two district councils to revoke the repair permit for replacement of sign face panels and stringers on four rooftop billboards at 1680 White Bear Avenue (SE corner of Larpenteur Avenue). 19. Resolution - 03 -1048 - Authorizing the Police Department to enter into an agreement with the United States Department of Justice, Federal Bureau of Investigations, to participate in an Organized Crime Drug Enforcement Task Force from October 1, 2003 through September 30, 2004. 20. Resolution - 03 -1049 - Establishing a budget and authorizing financing from the Internal Borrowing Fund to the Housing and Redevelopment Authority for the Koch -Mobil Redevelopment Project and authorization the Director of the Office of Financial Services and the Director of HRA to execute the record of interfund loan to memorialize the transaction. 21. Preliminary Order - 03 -1050 - In the matter of constructing Phalen Boulevard from Payne Avenue to Arcade Street, and setting date of public hearing for December 17, 2003. FOR DISCUSSION 22. Resolution - 03 -1051 - Requesting the Department of Public Works to undertake the necessary steps to rename Concord Street from Anita to Wabasha Streets as Cesar Chavez Street. ORDINANCES NOTE: AN ORDINANCE IS A CITY LA W ENACTED BY THE CITY COUNCIL. IT IS READ AT FOUR SEPARATE COUNCIL MEETINGS AND BECOMES EFFECTIVE AFTER PASSAGE BY THE COUNCIL AND 30 DAYSAFTER PUBLICATION IN THE SAINT PAUL LEGAL LEDGER. 23. Final Adoption - 03 -963 - An interim ordinance enacted pursuant to Minn. Final Adoption - 03 -993 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code pertaining to zoning for the City of Saint Paul with changes for the Trout Brook/Lower Phalen Creek Greenway zoning maps. 26. Final Adoption - 03 -994 - An ordinance amending Chapter 402 of the Saint Paul Legislative Code to comply with changes to the state law regarding charitable gambling. 27. Final Adoption - 03 -995 - An ordinance amending Chapter 409.21 of the Saint Paul Legislative Code to comply with changes to the state law regarding charitable gambling. 28. Final Adoption - 03 -1002 - An ordinance amending Chapters 33 and 34 of the Saint Paul Legislative Code to establish requirements for student dwellings including Certificate of Occupancy inspections and the installation of hard wired smoke detectors. 29. Second Reading - 03 -1027 - An ordinance amending Chapter 43 of the Saint Paul Legislative Code by raising the vacant building fee from $200.00 per year to $250.00 per year to reflect an increase in the cost of enforcement. 30. Second Reading - 03 -1028 - An ordinance amending Chapters 60 through 69 of the Saint Paul Legislative Code pertaining to zoning code reformatting and streamlining, adding Traditional Neighborhood zoning districts, and related amendments. 31. Second Reading - 03 -1029 - An ordinance amending Chapter 64 of the Saint Paul Legislative Code pertaining to the administration of the zoning code and setting fees to defray the costs of reviewing, investigating and administering services, materials, and work performed and furnished to persons making zoning applications to the City. 32. First Reading - 03 -1052 - An ordinance amending Legislative Code Chapter 33 pertaining to housing and inspections by establishing a certificate of occupancy requirement for a new class of occupancy to be known as student housing and providing for the inspection, renewal and enforcement of such certificates for student housing by the City's fire marshall. 33. First Reading - 03 -1053 - An ordinance amending Legislative Code Chapter 58 pertaining to hard wired smoke detectors by providing for the installation of hard wired smoke detectors in student housing, as that occupancy is defined in chapter 33 of this code, and as required in chapter 34 of this code. 34. First Reading - 03 -1054 - An ordinance amending Legislative Code Chapter 34 pertaining to minimum housing maintenance standards and inspections and for the purpose of safeguarding life and property by establishing a smoke detector requirement for student housing occupancies pursuant to Minn.
