and Public Health whose positions have been allocated to IS Job Family classifications designated as
represented by AFSCME Locals 2508 and 1842. (To be laid over one week for adoption)

15. Resolution - 02 -51 - Approving allocation of Federal Emergency Shelter Grant Program funds to
various non -profit agencies for the purpose of assisting them in providing a wide range of services to

16. Resolution - 02 -52 - Authorizing the proper City officials to execute the "Revised and Restated Joint

19. Second Reading - 02 -42 - An ordinance amending interim ordinance adopted in Council File 00-
1117 establishing a moratorium on the issuance of building and zoning permits necessary to establish or
otherwise enlarge methadone outpatient treatment services pending completion of a study and any
possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give
effect to the study.

20. First Reading - 02 -55 - An ordinance Amending Chapter 86 of the Saint Paul Administrative Code
to raise the limit of Board of Water Commissioners small purchase amount from $1,500 to $2,500.

construction of a skateboard park in Saint Paul.
Resolution - 02 -56 - Rejecting Manoucher Rostamkhani's settlement offer regarding the property at 790
Selby Avenue and authorizing the City Attorney's Office to proceed with the appeal in the Court of
Appeals.

Steve Schmidt, Xcel Energy, announced an informational meeting regarding Xcel Energy's Metro
Emissions Reduction Project (MERP) to be held on Wednesday, January 23, 2002, from 7:00 - 9:00
p.m. at the West 7th Community Center, 265 Oneida Street in Saint Paul. This forum is an opportunity
for the community to learn more about MERP and the project selection process. There also will be a
question and answer period.
