24. Report from Gerry Strathman, Council Research Director, and Holly Hansen, Cable Officer,
regarding the request to transfer control of the cable franchise from AT &T Broadband to AT &T
Comcast Corporation. (Public hearings held on May 1 and June 26 and laid over from June 26 for

Gerry Strathman, Council Research Director, reported that city staff is continuing to work with
representatives from the cable companies in an attempt to develop language that would allow them to
recommend to the City Council that they approve the cable franchise transfer. Up to this date, they have

not been successful in achieving language that is acceptable to both parties. Therefore, he recommended
that the Council lay the matter over for one week and, hopefully, staff will be able to bring a
recommendation at that time.
Mr. Strathman noted that the current extension to the Federal standards that was granted by the company
expires on July 18 but he has received verbal confirmation that they will extend it to July 25, 2002, and
written confirmation is expected on July 18. Dave Seykora, with AT &T Broadband, appeared and
confirmed that they were willing to extend the deadline through July 25.

7. Final Adoption - 02 -552 - An ordinance amending the interim ordinance adopted November 20, 2000,
in Council File No. 01 -648, which imposed a moratorium on the use of property in the area presently
under study for the Arcade Street Area Study pending completion of the study and any possible
amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to
