Resolution - 02 -116 - Approving the January 1, 2002, through December 31, 2003, Collective Bargaining Agreement between the City of Saint Paul and the Saint Paul Police Federation. (Laid over from February 13 for adoption) Councilmember Benanav asked Katherine Megarry, Office of Labor Relations, if this is the first contract to be negotiated in this contract cycle. Ms. Megarry responded that it was not as the Machinist contract was settle for the years 2002 -2003 last summer but it is the largest contract that has been settled for 2003. Councilmember Benanav asked to what degree the Administration would use this contract as a pattern for bargaining other contracts. Ms. Megarry said there is a large number of contracts that are opening this fall for 2003 -2004 and the Administration has not yet met to decide on a strategy. She said the Police Federation settlement is consistent with everything done in 2002. Responding to a question of Councilmember Benanav, Ms. Megarry said the contract nets out to a 3% increase off of the base and wages for each year and the insurance is on top of that. She could not provide an exact number on the insurance because she did not have the premium costs for 2003. Councilmember Benanav moved approval. Adopted Yeas - 7 Nays - 0 FOR DISCUSSION 26. Resolution - 02 -72 - Ordering the owner to remove or repair the building at 857 Jenks Avenue within five (5) days from adoption of resolution. (Legislative Hearing Officer recommends approval) (Laid over from February 6 ) Gerry Strathman, Legislative Hearing Officer, reported that this matter had been laid over to insure that the action being taken was legal. The City Attorney has reviewed it and has advised that it is legal. Councilmember Reiter moved approval. Adopted Yeas - 7 Nays - 0 27. Update by the Police Department on data compiled, as well as efforts to develop and implement strategies and practices to prevent racial profiling. He stated that the strategies that have been developed are in place. The main focus has been training and over 600 of the police officers have been trained. The in- service training function ended around the first of December. Part of the training session the officers went through included the business cards. There is information on the back of each card with names and phone numbers of people who citizens can contact plus the voice mail number of the police officer. Also, each officer was given a consent advisory card with the Miranda warning. This card is also part of the agreement for officers who would like to obtain consent from a person to search them or their vehicle. They must follow the information on the card. The officers were also given the policy change information that relates to consent to searches. Brochures entitled " Information on the Internal Affairs and the Police - Civilian Internal Affairs Review Commission" have been completed and are available for the public at police headquarters. Another brochure, "The Law and You -- Guidelines for Understanding Police - Civilian Contacts" is still in the process of being compiled. Commander Leslie said they have also done a Cable TV show segment consisting of a discussion of the agreement between the NAACP and the Police Department. Data continues to be collected, Leslie said, and the latest report indicates things are about the same, but that report was only for two months which was since the training was completed - December 1, 2001 to the end of January, 2002. It's a very small percentage and a very small amount. It is best to do at least a six -month review and that will be available in May or June. Commander Leslie reported that the new staff person working with the Civilian Review Commission is Tina Baribeau. She is working on the training with the sites that will be involved in taking complaints from the community as well as setting up the three community meetings that are done every year as well as the Summit. Councilmember Blakey commended the Police Department for their efforts on this issue. ORDINANCES NOTE: AN ORDINANCE IS A CITY LA W ENACTED BY THE CITY COUNCIL. Second Reading - 02 -125 - An ordinance amending Chapter 18 of the Saint Paul Legislative Code to correct language authorizing the Legislative Hearing Officer to hear appeals of decisions related to Newsracks. Laid over to February 27 for third reading /public hearing Suspension Items: Councilmember Coleman moved suspension of the rules and approval of the following resolution: Resolution - 02 -135 - Authorizing the acquisition of a parcel bounded by West Seventh Street, Smith Avenue and McBoal Street from Ramsey County.
