6. Letter from the Office of License, Inspections and Environmental Protection announcing a public
hearing before the City Council on September 25, 2002, to consider the appeal of Thomas Caretta to a
decision of the Heritage Preservation Commission denying a building permit to replace masonite siding
with vinyl, wood fascia and soffit in aluminum and vinyl beadboard and wood windows with vinyl for his
property at 597 Holly Avenue (Hill Historic District).
7. Letter from the Office of License, Inspections and Environmental Protection announcing a public
hearing before the City Council on September 25, 2002, to consider the appeal of specific
owners /residents of 12 Summit Court, 11 Summit Court, and 442 Summit Avenue to a decision of the
Heritage Preservation Commission approving a building permit to construct a balcony at the widow's
walk at 432 Summit Avenue (individually designated site, Burbank - Livingston- Griggs House).
8. Administrative Orders:
D002191 Amending the financing for the 1998 and 2002 City -wide Capital Maintenance Program for
elevator repair at the Martin Luther King Recreation Center.
D002192 Amending the budget by transferring funds from the Capital Maintenance Program contingency
to the Parks and Recreation Capital Maintenance budget for completion of the leaking roof at Homecroft
Recreation Center.
D002193 Separating the Neighborhood Investment Initiative Program into individual project codes
representing each of the City's seven City Council wards.

10. Resolution - 02 -843 - Approving the May 1, 2002, through April 30, 2005, Maintenance Labor
Agreement between the City of Saint Paul and United Association Pipefitters Local Union No. 455. (To
be laid over one week for adoption)
11. Resolution - 02 -844 - Congratulating George Mairs on celebrating his 50th anniversary at the firm of
Mairs and Power.
12. Resolution - 02 -845 - Proclaiming October 2002 as 'Let's Talk" month.
13. Resolution - 02 -846 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property at 977 Fuller Avenue, 184 Baker Street East, 873 Minnehaha Avenue
West, Unit 106, 976 Bush Avenue, 975 Cromwell Avenue, and 124 Dale Street North.
14. Resolution - 02 -847- Approving an agreement between the Board of Water Commissioners and the
City of Saint Paul for central services to be provided by the City to the Board in 2003.
15. Resolution - 02 -848 - Balancing the 1991 and 1999 City -wide Tree Planting codes in the Parks and
Recreation Special Services Fund 325.
16. Resolution - 02 -849 - Authorizing the Police Department to accept grants and enter into an agreement

with the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division for the
purpose of conducting underage compliance checks at licensed liquor establishments for the period July
1, 2002, through May 31, 2003.
17. Resolution - 02 -850 - Authorizing the Police Department to accept a grant and enter into a grant
agreement with the Minnesota Department of Public Safety for the Safe and Sober program.
18. Resolution - 02 -851 - Authorizing the Police Department to accept a donation from Graffiti Sign and
Design for a "Good Game" sign that will be used to promote the department's athletic program in the
Summit - University community.
19. Resolution - 02 -852 - Authorizing the Police Department to accept a donation of traffic enforcement
equipment from the Minnesota Department of Public Safety.
20. Resolution - 02 -853 - Authorizing the Police Department to accept a COPS Technology 2002 grant
from the U.S. Department of Justice for updating ordnance disposal and communications technology, and
establishing a 2002 financing and spending plan for the grant.
21. Resolution - 02 -854 - Authorizing the Police Department to disburse funds reimbursing Parking
Enforcement Officers, Community Liaison Officers, and Police Security Rangers for their educational
expenses and approving the changes to the 2002 budget.
22. Resolution 02 -855 - Authorizing the Police Department to enter into an agreement with Hamline Park
Plaza Partnership, Lease Addendum No. 1, for renting office space for the Police Department's Employee
Assistance Program (EAP).
23. Resolution - 02 -856 - Authorizing the Police Department to accept the 2002 Local Law Enforcement
Block Grant, enter into a grant agreement with Ramsey County, and setting a public hearing date before
the City Council for September 25, 2002, on the proposed use of the 2002 Local Law Enforcement Block
Grant.
24. Resolution - 02 -857 - Memorializing City Council action denying the appeal of Ramsey Hill
Association and others to a decision of the Board of Zoning Appeals granting four variances in order to
construct a carriage house structure at 449 Portland Avenue. (Public hearing held on July 24, 2002)
25. Resolution - 02 -858 - Memorializing City Council action denying the taxicab driver license renewal
by Louis Short and adopting the Findings of Fact and Conclusions of Law of the Administrative Law
Judge. (Public hearing held on August 28, 2002)
26. Resolution - 02 -859 - Concerning adverse action against the Cigarette /Tobacco license held by W. A.
Frost & Company, Inc., dba W. A. Frost and Company, 374 Selby Avenue.
27. Resolution - 02 -860 - Concerning adverse action against the Second Hand Dealer license held by
Kevin Mellingen, dba Collectable's, 1163 Seventh Street West.
28. Resolution - 02 -861 - Concerning adverse action against the Grocery C license held by Gehad Elfarra,
dba Kormann's Supermarket, 719 Burr Street.
29. Resolution - 02 -862 - Authorizing the proper City officials to enter into an agreement with Ramsey
County for reconstruction of Shepard Road (County State Aid Highway 37) between Ontario Street and
Jackson Street.

30. Resolution - 02 -863 - Authorizing the proper City officials to execute a Cooperative Agreement
between the City and Burlington Northern Santa Fe Railway Company to construct a pedestrian/bike trail
and tunnel in the Como neighborhood near Lexington Parkway and Jessamine Avenue, and to acquire
and pay for easements for the tunnel.
31. Resolution - 02 -864 - Accepting permanent and temporary easements from Sprint Communications
Company and authorizing payment for the easements in conjunction with the Earl Street Bridge
reconstruction in 2003.
32. Resolution - 02 -865 - Accepting a temporary easement from Eugene Kotz, a property owner, and
authorizing payment for the easement in conjunction with the Earl Street Bridge reconstruction in 2003.
33. Resolution - 02 -866 - Accepting a temporary easement from Judy Williamson, a property owner, and
authorizing payment for the easement in conjunction with the Earl Street Bridge reconstruction in 2003.
34. Resolution - 02 -867 - Accepting a temporary easement from James and Gail Tomaino, property
owners, and authorizing payment for the easement in conjunction with the Earl Street Bridge
reconstruction in 2003.
35. Resolution - 02 -868 - Authorizing the City's acceptance of sewer and utility easements needed for
construction of Phalen Boulevard.
36. Resolution - 02 -869 - Requesting Ramsey County suspend expedited forfeiture of tax delinquent
properties pending the development of new target areas using 2000 census information.

37. Update from the Citizen Service Office on their response to the Council Research Performance Audit.

38. Report from Ron Kline, Acting Director of the Office of Financial Services, regarding an amendment
to the 2002 budget immediately for the addition of a bicycle /pedestrian coordinator position and that this
position be included as a budget adjustment for the 2003 budget. (Report requested by the City Council
on August 21 and laid over from August 28)

restaurant licenses.
