First Reading - 02 -343 - An interim ordinance adopted pursuant to Minnesota Statute §462.355, Subd. 4, preserving the status quo with respect to the use of property in the area presently under study for Irvine Avenue pending completion of the study and any possible amendments to the City of Saint Paul's Comprehensive Plan or Zoning Ordinance necessary to give effect to the study. 32. First Reading - 02 -344 - An ordinance amending the interim ordinance adopted November 20, 2000 in Council File 01 -648 which imposed a moratorium on the use of property in the area presently under study for the Arcade Street Area Study pending completion of the study and any possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study. PUBLIC HEARINGS (public hearings will begin at 5:30 p.m.) 33. Third Reading - 02 -266 - An ordinance repealing Chapter 56 of the St. Paul Legislative Code (Open Burning Ordinance). 34. Third Reading - 02 -309 - An ordinance amending Chapter 33 of the Saint Paul Legislative Code to increase the permitted height of a fence and eliminating the exemption for non - opaque fences except on school or park playgrounds. 35. Resolution - 02 -345 - Ordering the owner to remove or repair the building at 418 Blair Avenue within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends granting the owner six months to rehabilitate the property provided a $2,000 bond is posted by noon on April 24, 2002) 36. Resolution - 02 -349 - Approving the petition of the Housing and Redevelopment Authority to vacate various streets and alleys in that part of the Upper Landing that will be replatted and developed for mult- family housing by Centex Corporation. 41. Resolution - 02 -350 - Approving the petition of Maryland Avenue Auto Sales to vacate parts of Lots A and B, Soo Line Plat Number 4 (near Jackson and Maryland Streets) in order to expand parking area for used car lot. 42. Resolution - 02 -351 - Approving the application for a sound level variance by James Tolaas, Project Engineer for Ramsey County Public Works, to allow work equipment to operate during construction of the Ford Bridge on Monday through Saturday, 7:00 a.m. to 7:00 p.m. beginning May 1, 2002, to December 1, 2004. 43.
