D002103 Authorizing and directing staff to enter into agreements for the Mayor's Winter Carnival Reception. D002104 Approving transfer of spending authority in the Department of Public Works, Street Repair and Cleaning Fund, to adjust spending budgets for the year 2001. D002105 Authorizing the Department of Fire and Safety Services to pay for stipend costs for teachers participating in a training workshop on Risk Watch injury - prevention curriculum. D002106 Authorizing the Department of Fire and Safety Services to pay for all costs to hold three teacher training workshops for Risk Watch injury - prevention curriculum. D002107 Approving a contract time extension from June 30, 2000, to July 27, 2001, for the Bus Stop Topping Overlay project. FOR ACTION 10. Resolution - 02 -83 - Requesting the Police Department to provide an update on data compiled as well as efforts to develop and implement strategies and practices to prevent racial profiling. 12. Resolution - 02 -84 - Amending Council File 01 -1028, adopted November 7, 2001, to give the interested party time to complete the work on the property at 850 Sims Avenue. 13. Resolution - 02 -86 - Recommending that the Board of Ramsey County Commissioners not approve the repurchase application for property at 767 Payne Avenue. 15. Resolution - 02 -87 - Approving organizations to the 2002 10% Club list of eligible recipients. 16. Resolution - 02 -88 - Authorizing the Acting Executive Director of the Housing and Redevelopment Authority to sign a declaration of intent to issue bonds for the Straus Building, 350 Sibley Street, and allows the owner, Sherman Associates, to be reimbursed the purchase price for the building from bond proceeds should reimbursements bonds ever be issued for this housing project. 17. Resolution - 02 -89 - Approving the release of a drainage and utility easement on Outlots E and D, Newbridge Addition, in order for Guptil Contracting, Inc. to develop additional housing. 18. Resolution - 02 -90 - Establishing the rates of pay for the new classification titled Central Library Public Services Coordinator, Circulation Coordinator, and Security Officer - Library. 19. Resolution - 02 -91 - Establishing the rate of pay for the new classification titled Housing Rehabilitation Advisor Trainee (Bilingual) in Grade 029 of the Technical Standard Salary Ranges. 20. Resolution - 02 -92 - Authorizing the Risk Management Division to purchase fidelity and /or surety bonds in accordance with Chapter 22.01 of the Saint Paul Administrative Code and Minnesota State Statute 418.25. 21. Resolution - 02 -93 - Authorizing the City to accept a grant from the Minnesota Department of Public Safety and authorizing the City to enter into, and Chief William Finney to implement, a grant agreement with the Minnesota Department of Public Safety. 22. Resolution - 02 -94 - Accepting a donation of a lease of fourteen 2002 Harley Davidson police solo motorcycles for 12 months at a cost of $14.00 from St. Paul Harley- Davidson /Buell, and authorizing the Police Department to enter into an agreement with St. Paul Harley- Davidson /Buell. 23. Resolution - 02 -95 - Authorization to issue a refund of the Sewer Availability Charge to Swedenborg Shaw Construction in the amount of $1,150.00. 24. Resolution - 02 -96 - Establishing a 30 miles per hour speed limit on Como Avenue from Dale Street to Gateway Drive. 25. Resolution - 02 -97 - Accepting additional funding from the Department of Public Works for Como Park Education Resource Center - Phase I. 26. Resolution - 02 -98 - Authorizing the Division of Parks and Recreation to enter into a grant agreement with the Minnesota State Department of Natural Resources in the amount of $152,000 for operation and maintenance at the Como Zoo and Conservatory. 27. Resolution - 02 -99 - Authorizing the proper city officials to enter into agreements with the City of Saint Paul Board of Water Commissions and the Minnesota Department of Transportation for relocation of water facilities from Interstate 35E to Phalen Boulevard. 28. Resolution Approving Assessment - 02 -103 - In the matter of the assessment of benefits, cost and expenses for the installation of a Twin Lantern Street Lighting System on Hamline Avenue between Marshall Avenue and Concordia Avenue and a single lantern street lighting system on Hamline Avenue from Marshall Avenue to Selby Avenue, and setting date of public hearing for March 20, 2002. Resolution Approving Assessment - 02 -104 - In the matter of the assessment of benefits, cost and expenses for installation of single lantern street lighting system on Minnehaha Avenue between Snelling Avenue and Lexington Parkway, and on Territorial Road between T.H. 280 and Carleton Street, and setting date of public hearing for March 20, 2002. Resolution Approving Assessment - 02 -105- In the matter of the assessment of benefits, cost and expenses for sidewalk reconstruction (work already done) in Wards 2, 3, 4, 5, 6, & 7, and setting date of public hearing for March 20, 2002. (File No. 0l WALKS 1) FOR DISCUSSION 34. Adopting the Land Use Plan Chapter of the Citywide Saint Paul Comprehensive Plan of 2001. (Laid over from January 23) (See Resolution 02 -106 below) Resolution - 02 -106 - Final adoption of the Land Use Plan Chapter of the Citywide Comprehensive Plan 2001. Final Adoption - 01 -1337 - An ordinance amending Chapter 200 of the Saint Paul Legislative Code setting conditions for maintaining a dog designated as "potentially dangerous," requiring licensees to be at least 18 years of age, and establishing appeals procedures for the designations of dogs as "potentially dangerous" and "dangerous" and authorizing dogs to be seized and held pending hearings. Final Adoption - 02 -42 - An ordinance amending interim ordinance adopted in Council File 00 -1117 establishing a moratorium on the issuance of building and zoning permits necessary to establish or otherwise enlarge methadone outpatient treatment services pending completion of a study and any possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study. 37. Second Reading - 02 -70 - An ordinance amending Section 32.01 of the Saint Paul Administrative Code pertaining to compensation of the City Council in accordance with the applicable provisions of state law and the City Charter. 38. First Reading - 02 -107 - An ordinance amending Section 310.19 of the Saint Paul Legislative Code by making the license fee schedule consistent with Section 310.18. PUBLIC HEARINGS (public hearings will begin at 5:30 p.m.) 39. Third Reading - 02 -55 - An ordinance amending Chapter 86 of the Saint Paul Administrative Code to raise the limit of Board of Water Commissioners small purchase amount from $1,500 to $2,500. 40. Resolution - 02 -72 - Ordering the owner to remove or repair the building at 857 Jenks Avenue within five (5) days from adoption of resolution. (Legislative Hearing Officer recommends approval) (Laid over from January 23) 41. Resolution - 02 -108 - Approving the application of Gabe's By The Park, 991 Lexington Parkway N., for a sound level variance to allow amplified music outdoors in the parking lot during the St. Patrick's Day celebration on March 15, 16, and 17, 2002, from 2:00 p.m. to 12:00 midnight, and during the Halloween celebration on October 25 and 26, 2002, from 2:00 p.m. to 12:00 midnight. 42. Resolution - 02 -109 - Concerning adverse action against the licenses held by WHT, dba American Sport Cafe - Playground, 2550 Como Avenue. 43.
