First Reading - 02 -70 - An ordinance amending Section 32.01 of the Saint Paul Administrative Code pertaining to compensation of the City Council in accordance with the applicable provisions of state law and the City Charter. Third Reading - 01 -1337 - An ordinance amending Chapter 200 of the Saint Paul Legislative Code setting conditions for maintaining a dog designated as "potentially dangerous," requiring licensees to be at least 18 years of age, and establishing appeals procedures for the designations of dogs as "potentially dangerous" and "dangerous" and authorizing dogs to be seized and held pending hearings. Third Reading - 02 -42 - An ordinance amending interim ordinance adopted in Council File 00 -1117 establishing a moratorium on the issuance of building and zoning permits necessary to establish or otherwise enlarge methadone outpatient treatment services pending completion of a study and any possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study. 28.
