Kellogg Boulevard West, for five consecutive 24 -hour time periods, or until the operation is completed,
sometime between December 11, 2002 and January 17, 2003.
5. Letter from the Department of Planning and Economic Development announcing
a public hearing before the City Council on December 4, 2002, to consider the appeals of Saint Anthony
Park Community Council, Scenic St. Paul, and Jay Dregni to a decision of the Planning Commission to
uphold a billboard repair permit issued by the Office of License, Inspections and Environmental
Protection (LISP) and denying the request of neighborhood organizations to revoke the repair permit for
an old single- sided, wooden billboard at 1016 Raymond Avenue (east side of Raymond Avenue at
Raymond Place).
6. Letter from the Office of the City Attorney announcing a public hearing before
the City Council on December 4, 2002, to consider the application for a Currency Exchange License
Renewal by Team Management, Inc., dba Community Financial Centers, 259 University Avenue West.
7. Letter from the Department of Planning and Economic Development announcing
a public hearing before the City Council on December 18, 2002, to consider the application of West Side
Community Health Services for a Preliminary and Final Plat to consolidate underlying lots at 153
Concord Avenue.
8. Letter from the Citizen Service Office, Division of Property Code Enforcement, declaring 1198
Sherburne Avenue as nuisance property and setting date of Legislative Hearing for December 10, 2002,
and City Council Hearing for December 18, 2002.

D002215 Authorizing payment, not to exceed $300.00, by the Office of Financial Services to vendors
for the purchase of shirts with the "Prejudice Isn't Welcome" logo to be worn by Department of Human
Rights staff to be visible when involved in community outreach.

12. Resolution - 02 -1107 - Memorializing City Council action taken November 20, 2002, revoking the
licenses held by Dinner Club 2000, Inc., dba Dinner Club 2000, 1177 Clarence Street.
13. Resolution - 02 -1108 - Adopting a policy for the review and approval of public art proposed for the
public right -of -way.
14. Resolution - 02 -1109 - Authorizing the proper City officials to request SCORE State recycling grant
funds from Ramsey County and setting the Recycling Service Fee in 2003.

15. Resolution - 02 -1110 - Establishing a 2002 financing and spending plan for the Police Department,
Heavy Enforcement Activity for Thirty Days (HEAT) project grant from the Minnesota Department of
Public Safety.
16. Resolution - 02 -1111 - Accepting a Juvenile Accountability Incentive Block Grant for a Mobile
Crisis Team and authorizing the City to enter into and to implement an agreement with the Minnesota
Department of Economic Security, Workforce Services Branch.
17. Resolution - 02 -1112 - Approving the application for a Health /Sport Club License by Total Athlete,
Inc., dba Total Athlete, 1560 St. Clair Avenue. (Legislative Hearing Officer recommends approval)
18. Resolution - 02 -1113 - Memorializing City Council action taken October 23, 2002, concerning
adverse action against the Cigarette /Tobacco License held by Mahubeh Mustafa dba Dale Selby
Superette, 618 Selby Avenue.
19. Resolution - 02 -1114 - Revising the Fire Department's 2002 General Fund financing and spending
plans to allow the purchase of two ambulances and radio equipment in 2002.

20. Final Adoption - 02 -612 - An ordinance amending Chapter 355 of the Saint Paul Legislative Code
requiring second hand dealers to report certain transactions. (Substitute introduced and laid over from
November 20)
21. Final Adoption - 02 -988 - An ordinance amending Section 33.05 of the Saint Paul Legislative Code
to increase Certificate of Occupancy renewal fees by 25 %.
22. Final Adoption - 02 -1025 - An ordinance amending Section 409.06 of the Saint Paul Legislative
Code to clarify that the distance restrictions between off -sale liquor stores cannot be waived.
23. Final Adoption - 02 -1026 - An ordinance repealing Chapter 341 (Milk) of the Saint Paul Legislative
Code by enacting a delegation agreement between the City and the Minnesota Department of
Agriculture with the City discontinuing the licensing and inspecting of milk plant /service licenses.
24. Final Adoption - 02 -1027 - An ordinance repealing Chapter 339 (Ice Cream Processing and
Distributing) of the Saint Paul Legislative Code by enacting a delegation agreement between the City
and the Minnesota Department of Agriculture with the City discontinuing the licensing and inspecting of
ice cream processing and distributing licenses.
25. Final Adoption - 02 -1028 - An ordinance repealing Chapter 374 (Food Salvage) of the Saint Paul
Legislative Code by enacting a delegation agreement between the City and the Minnesota Department of
Agriculture with the City discontinuing the licensing and inspecting of food salvage licenses.
26. Final Adoption - 02 -1029 - An ordinance amending Chapter 331A (Food Protection Standards) of
the Saint Paul Legislative Code to be consistent with the Minnesota Department of Agriculture license

types and to make the license fees more equitable.
27. Final Adoption - 02 -1030 - An ordinance amending Chapter 366 of the Saint Paul Legislative Code
to be consistent with the new definitions in Chapter 331A (Block Parties, Community Festivals and
Special Events).
28. Final Adoption - 02 -1031 - An ordinance amending Chapter 310 (Uniform License Procedures) of
the Saint Paul Legislative Code by deleting certain licenses no longer enforced by the City of Saint Paul
and reflecting the new license classifications and fees as a result of changes to Chapter 331A of the Saint
Paul Legislative Code.
29. Second Reading - 02 -1091 - An ordinance memorializing City Council action approving the
application of Lorraine Peltier to rezone property from RT -1 (Two - Family Residential) to I -1
(Industrial) to allow expansion of existing wire cloth business at 12 W. Acker Street, between Sylvan
Street and Lightner Place. (Public hearing held October 23, 2002)
30. Second Reading - 02 -1092 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code
to rezone 1760 Larpenteur Avenue from R -3 to B -3 to become part of a new retail development and to
resolve zoning district boundary conflict.
