Resolution - 02 -1047 - Amending the 2002 financing and spending plan for the Police Department Vehicle Impounding Lot for additional costs incurred. 19. Resolution - 02 -1048 - Authorizing payment of a pass through capital equipment grant of $56,789 from AT &T Broadband to Saint Paul Neighborhood Network (SPNN). 20. Resolution - 02 -1049 - Authorizing the Mayor and Director of Public Works to enter into an agreement with the Minnesota Department of Transportation for federal aid participation for construction, engineering and inspection on Phase I of the Phalen Boulevard Project. 21. Resolution - 02 -1050 - Approving the allocation of federal Emergency Shelter Grant Program funds to various non -profit agencies for the purpose of assisting them to provide a wide range of service to people who are "homeless" or "at risk of becoming homeless." 22. Resolution - 02 -1051 - Authorizing execution of a Second Amended and Restated Development Agreement and a Moral Obligation Agreement with Hill Building Limited Partnership for the development of up to 53 owner - occupied housing units in the historic J.J. Hill Building. 23. Resolution - 02 -1052 - Approving payment in the amount of $15,000 to Praxus Consulting, Inc. in full settlement of its indemnity claim on behalf of Farmers Insurance Group for no -fault benefits paid to /or on behalf of Jessie Sutherland and Shawna Bradlich. 24. Resolution - 02 -1053 - Authorizing execution of Department of Natural Resources grant agreements for North Lexington Parkway Pedestrian /Bicycle Tunnel project and the trail connecting the Bruce Vento Regional Trail to Indian Mounds Regional Park. 25. Resolution - 02 -1054 - Authorizing the use of fund balance for the purchase of two Toro mowers and a Load and Pack type one person refuse collection compacting vehicle. 26. Resolution - 02 -1055 - Establishing a spending and financing plan for $15,000 to be received from Twin Cities Marathon, Inc. for services provided in conjunction with the marathon. 27. Resolution - 02 -1056 - Authorizing acceptance of a $10,000 STAR grant for installation of event electrical power in Mounds Park. 28. Resolution - 02 -1057 - Authorizing acceptance of temporary and permanent easements needed to reconstruct the Earl Street Bridge and to pay the property owners for the easements. 29. Resolution - 02 -1058 - Canceling Final Order Number 00 -280 adopted March 22, 2000, as the banner /light pylon style street light system was not installed on Kellogg Boulevard. 30. Resolution - 02 -1059 - Authorizing the proper City officials to execute a purchase agreement with Burlington Northern and Santa Fe Railway Company (BNSF) to acquire vacant land near Third Street and the Mississippi River (aka Bruce Vento Nature Sanctuary), and to pay the BNSF for the property. 31. Third Reading - 02 -987 - An ordinance granting the application of Arthur Baumeister to rezone property at the southwest corner of Page and Concord Streets from R -4 to RT -1 to construct two duplexes. (Public hearing held September 25, 2002) 43. Second Reading - 02 -1025 - An ordinance amending Section 409.06 of the Saint Paul Legislative Code to clarify that the distance restrictions between off -sale liquor stores cannot be waived. 44. Second Reading - 02 -1026 - An ordinance repealing Chapter 341 (Milk) of the Saint Paul Legislative Code by enacting a delegation agreement between the City and the Minnesota Department of Agriculture with the City discontinuing the licensing and inspecting of milk plant /service licenses. 45. Second Reading - 02 -1027 - An ordinance repealing Chapter 339 (Ice Cream Processing and Distributing) of the Saint Paul Legislative Code by enacting a delegation agreement between the City and the Minnesota Department of Agriculture with the City discontinuing the licensing and inspecting of ice cream processing and distributing licenses. 46. Second Reading - 02 -1028 - An ordinance repealing Chapter 374 (Food Salvage) of the Saint Paul Legislative Code by enacting a delegation agreement between the City and the Minnesota Department of Agriculture with the City discontinuing the licensing and inspecting of food salvage licenses. 47. Second Reading - 02 -1029 - An ordinance amending Chapter 331A (Food Protection Standards) of the Saint Paul Legislative Code to be consistent with the Minnesota Department of Agriculture license types and to make the license fees more equitable. 48. Second Reading - 02 -1030 - An ordinance amending Chapter 366 of the Saint Paul Legislative Code to be consistent with the new definitions in Chapter 331A (Block Parties, Community Festivals and Special Events). 49. Second Reading - 02 -1031 - An ordinance amending Chapter 310 (Uniform License Procedures) of the Saint Paul Legislative Code by deleting certain licenses no longer enforced by the City of Saint Paul and reflecting the new license classifications and fees as a result of changes to Chapter 331A of the Saint Paul Legislative Code.
