D002199 Authorizing the Department of Fire and Safety Services to pay for all costs incurred to hold
the graduation ceremony for the 2002 Academy Class.
D002200 Amending the 2002 budget in the Office of Human Resources by moving salary dollars to
cover PCs for the IS City Lease plan, city -wide Executive Leadership Training for 2003, expenses
related to the 2003 Police Officer and Police Commander examination, and part of the expenses related
to the 2003 Fire Fighter Examination.

11. Resolution - 02 -929 - Approving the appointment of Matthew Johnson, by Mayor Kelly, as an
alternate to the Civil Service Commission.
12. Resolution - 02 -930 - Approving the appointment of William Carter, III, by Mayor Kelly, to the
Civil Service Commission.
13. Resolution - 02 -931 - Authorizing a contribution of $500.00 from the City Council Contingency
Fund for a plaque honoring Samuel H. Morgan.
14. Resolution - 02 -932 - Accepting funds from various organizations to offset the cost of
commemoration events of the tragedy of September 11th.
15. Resolution - 02 -933 - Authorizing the proper City officials to accept and set up a financing and
spending plan for donations from the F.R. Bigelow Foundation in the amount of $8,200.00 and from the
Saint Paul Foundation in the amount of $13,200.00 to install a sound system in the Wigington Pavilion

16. Resolution - 02 -934 - Authorizing the Department of Public Works to enter into a Street Lighting
Maintenance Agreement with the City of Lauderdale for maintaining the new street lighting system on
the west side of Fulham Street between Hoyt Avenue and Folwell Street.
17. Resolution - 02 -935 - Concerning adverse action against the Cigarette /Tobacco license held by
Crown CoCo, Inc., dba Smith Avenue E -Z Stop, 778 Smith Avenue South.
18. Resolution - 02 -936 - Concerning adverse action against the On -Sale Liquor and Sunday On -Sale
Liquor Licenses held by MT Bears, Inc., dba Billy T's Saloon, 1082 Arcade Street.
19. Resolution - 02 -937 - Amending the Upper Landing Urban Village plat by naming streets in honor
of the Mancini and Marzitelli families.
20. Resolution - 02 -938 - Amending the 2002 budget to provide authority for payment to Ramsey
County for the RiverCentre Pedestrian Connection.
21. Resolution - 02 -939 - Amending the Special Services budget for fiscal year 2002 in the Division of
Parks and Recreation and establishing a spending and financing plan for the internal loan being used to
finance the Highland 18 -hole golf course and driving range.
22. Resolution - 02 -940 - Accepting a grant from the Minnesota Center for Crime Victim Services for
the period of September 1, 2002 - June 30, 2004, and authorizing the City of Saint Paul to enter into a
grant agreement with same.
23. Resolution - 02 -941 - Authorizing the Department of Fire and Safety Services to accept donations of
$5,000.00 from the Saint Paul Companies, $2,500.00 from HealthPartners and $300.00 from the Saint
Paul Firefighters Local 21 for the Risk Watch Program.
24. Resolution - 02 -942 - Increasing the annual budget for the Risk Watch Injury Prevention Program in
the Department of Fire and Safety Services from $10,000.00 to $20,000.00.
25. Resolution - 02 -943 - Transferring excess Sewer Availability Charge (SAC) revenues in the
Department of Public Works from unreserved retained earnings to Capital Projects Funds for sewer
construction.
26. Resolution - 02 -944 - Authorizing the issuance of approximately $211,750,000 tax - exempt, conduit
and lease revenue bonds for the construction of the State of Minnesota, Department of Human Services
and Ag /Health Office Buildings and related parking.

27. Update from the Citizen Service Office on their response to the Council Research Performance

31. Final Adoption - 02 -871 - An ordinance rescinding the requirement that cabaret license applicants
hold restaurant licenses. (Amended on September 25)
