D002204 Authorizing the Police Department ICAC Task Force to purchase food from Events by
Design, not to exceed $400.00, for a regional training session addressing the problem of the exploitation

D002205 Authorizing spending authority from the Marketing and Promotions budget to pay amounts,
not to exceed, $1,129.49, for partnering with the Minnesota Film Board in providing low and /or no -cost
public space for small to medium size film, movie and television and post - production in the City of

7. Resolution - 02 -969 - Approving the Employment Agreement between Independent School District

8. Resolution - 02 -970 - Approving a settlement with Allstate Indemnity Company for a property
damage claim relating to an automobile accident with a police squad.
9. Resolution - 02 -971 - Endorsing the findings of the Saint Paul Planning Commission articulated in the
report "Response to the Blueprint 2030 - October 2002" and encouraging the Metropolitan Council to
take these into account in its redraft.
10. Resolution - 02 -972 - Adopting the 2002 Large Neighborhood STAR Loan and Grant Program.
11. Resolution - 02 -973 - Approving State Legislation (Chapter 390, Sections 36, 37 and 38, Laws of
Minnesota for 2002) authorizing the establishment of an independent library agency, a City levy for the
operation of the library and bonding authority.
12. Resolution - 02 -974 - Suspending the On -sale Liquor and Sunday On -Sale Liquor licenses held by

15. Resolution - 02 -977 - Authorizing the withholding of tax forfeit parcels from public sale.
16. Resolution - 02 -978 - Deleting the amount of the assessment from the property at 53 King Street
East.
17. Resolution - 02 -979 - Releasing easements within the area described as Lot 2, Block 1, Rosenthal
Addition for the purpose of replatting the property for development.
18. Resolution - 02 -980 - Amending the 2002 Capital Improvement budget to set up a spending and
financing plan for a STAR grant for the Citywide Path and Trail Fund for repair of Fish Hatchery Trail.
19. Resolution - 02 -981 - Authorizing the Department of Fire and Safety Services to enter into an
agreement with the Salvation Army for rental of old Fire Station 24 for use as an Emergency Disaster
Service Center.
20. Resolution - 02 -982 - Accepting a Cops More 2002 grant from the U.S. Department of Justice for
the period August 1, 2002 - July 31, 2003.
21. Resolution - 02 -983 - Authorizing the Police Department to submit a grant application for an
intensive Spanish language training program for police officers that will be funded by the Saint Paul
Foundation, Saint Paul Companies Foundation, and the Minnesota Department of Public Safety.
22. Resolution - 02 -984 - Accepting grants from the U.S. Economic Development Administration for the
Westminster Junction Business Center.
23. Resolution - 02 -985 - Authorizing the City Attorney's Office to enter into a contract with the State of
Minnesota, acting through its Second Judicial District, in order to receive continued funding for the
Community Courts calendar.

24. Report by the Department of Planning and Economic Development on the possible use of land trusts
and essential function bonds to finance the production of affordable housing. (Requested by the Council

Committee (CIB) and the STAR Boards to the questions addressed by the Administration on the various

28. Consideration of the application of SISKA Group for preliminary and final plat approval for
subdivision of property at 2160 Highwood Avenue between Skyway Drive and McKnight Road to
create eight (8) residential lots. (Public hearing held October 2 and laid over from October 16)
29. A report from the Police Department on what is being done regarding the security of City facilities
This request follows the incident of cars being torched at the police substation. (Requested by the City
Council on October 16)
30. A report from the Police Department regarding new policies for police responding to violent
confrontations involving mentally ill people. (Requested by the City Council on October 16)
31. Resolution - 02 -986 - Creating the Saint Paul Emergency Housing Fund and establishing revised
guidelines for the use of Emergency Shelter Grant (ESG) funds which encourage more use of ESG funds
for capital projects.

32. Final Adoption - 02 -570 - An ordinance establishing a new height limit for boulevard plantings of 36
inches, except for plantings within fifteen feet of any intersection or within five feet of any alley,
driveway approach or public utility fixture where plantings may not exceed the current height
requirement of twelve inches in height. (Substitute introduced on June 26; laid over from September 11)
33. Final Adoption - 02 -871 - An ordinance rescinding the requirement that cabaret license applicants
hold restaurant licenses. (Amended on September 25 and laid over from October 9)
34. First Reading - 02 -987 - An ordinance granting the application of Arthur Baumeister to rezone
property at the southwest corner of Page and Concord Streets from R -4 to RT -1 to construct two

35. First Reading - 02 -988 - An ordinance amending Saint Paul Legislative Code 33.05 to increase

establishing time periods for the purpose of calculating the presumptive penalty for a violation of sale of
tobacco to a minor.
