describing the design, construction, operation, maintenance and cost responsibilities associated with the
traffic signal reconstruction at Hamline and Randolph Avenues.
33. Resolution - 01 -552 - Amending the spending and financing plan of the 2001 Capital Improvement
Program in the Department of Public Works by adding $507,510 to MSA Contingency.
34. Resolution - 01 -553 - Amending the spending and financing plans of the Wabasha West Redesign
project in the Department of Public Works by adding $825,000 Tax Increment Financing (TIF), $375,000
Assessment Funding for Hill Street Plaza and $625,000 for sidewalk work on Fifth Street and around the
Ramsey County Building on Kellogg Boulevard.
35. Resolution - 01 -554 - Amending the spending and financing plans of the 2000 Signal Installation
Program in the Department of Public Works by adding funding from Ramsey County.
36. Resolution - 01 -555 - Amending the spending and financing plans of the Maryland/Arcade left turn
lane project in the Department of Public Works by transferring MSA funding from the 1998 MSA
Contingency project.
37. Resolution - 01 -556 - Amending the spending and financing plans of the Wabasha West Street
Redesign project in the Department of Public Works by substituting MSA funding with TIF and setting
up a new project called "North Quadrant" and financing with MSA funds.

39. Resolution - 01 -558 - Amending the spending and financing plans for the Hamline, Minnehaha and

41. Resolution - 01 -398 - Requesting that the Mayor's Administration, through the Labor Relations
Department, negotiate out the mandatory overtime for Fire District Chiefs in the 2002 contract
negotiations. (Laid over from April 18)
42. Report from the Office of License, Inspections and Environmental Protection (LIEF) regarding the
possibility of posting restaurants and their violations on the City's Web. (An update was requested by the
City Council on May 2, 2001)
43. Report from the Saint Paul Libraries concerning safety issues at the libraries. (On April 11, 2001, the
Council requested a survey be sent to staff members on this issue.)

46. Final Adoption - 01 -453 - An ordinance granting to NRG Energy Center Rock -Tenn LLC ( "NRG "), a
special purpose subsidiary of NRG Thermal Corporation, and its successors and assigns permission to
construct, operate and maintain a high pressure steam line under and through public rights of way at
several locations within the City.
47. Final Adoption - 01 -481 - An ordinance amending Interim Ordinance 00 -1043, adopted November
22, 2000, which imposed a moratorium on the use of property in the area presently under study for the
White Bear Avenue Area Study pending completion of the study and any possible amendments to the
City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study.
48. Second Reading - 01 -527 - An ordinance amending Chapter 183 of the Saint Paul Legislative Code to
provide the Department of Human Rights with the authority to issue subpoenas as part of investigations
into complaints of unfair discriminatory practices under this chapter.
49. First Reading - 01 -559 - An ordinance finalizing City Council action approving a petition of Northern
Star Company to rezone property at 1055 West Gate Drive from I -2 Industrial District to I -1 Industrial
District. (Public hearing held April 25, 2001)

Construction to allow excessive construction noise being caused by concrete trucks and concrete pumps
