WHEREAS, the Critical Incident Response Team (C1RT) of the St. Paul Police Department is
conducting weapons and tactical training, and
WHEREAS, this training is of an advanced nature and the facilities required must provide multi-purpose
ranges, a mock village where gas, smoke and simulations will be deployed, and must include structures
for tactical assault, rescue, and entry, and
WHEREAS, this training will take place on October 5-8, 2003, at the United States Army Base located
at Camp Ripley, Fort Ripley, Minnesota, and
WHEREAS, the public purpose of this training is to reduce the loss of property damage and/or loss
of life from critical incidents, and
THEREFORE BE IT ORDERED, that the City of St. Paul is authorized to pay for C1I2T training
expenses including lodging and meals. Total costs not to exceed $4,385.00. A copy of said order
is to be kept on file and on record in the Office of Financial Services.

INITIATING PROBLEM ISSUE, OPPOR7UNITY (WHO, WHAT, WHEN, WHERE, WHY)
� The St. Paul Police Crifical Incident Response Team (GII2T) has unique training needs to accomplish its miss�on. Many
of the skills needed require facilities and locarions not available locally. The CIRT team needs a facility with ranges that
can be used after dark, facilities that provide reactive targets and a lazge locale to allow all of the team to train simultaneously.

The Saint Paul Police Departrnent CIRT will be better prepazed to resolve high risk situations.
