before the City Council on June 27, 2001, to consider the application of New York Bingo Palace, LLC to
rezone from P -1 to B -3 to expand the existing building on the lot and to rezone from RT -2 to P -1 to
provide parking for a new restaurant and bingo facility at 626 and 608 York Street.

the Sheet Metal Workers International Association Local 410 for the 2001 Wage and Fringe Adjustment.

14. Resolution - 01 -597 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property located at 1864 Carroll Avenue, 917 Jessamine Avenue East, 1577
Ashland Avenue, 819 Holly Avenue, 609 Capitol Boulevard, and 799 Smith Avenue South.
15. Resolution - 01 -598 - Amending the financing and spending plans in the 2001 budget for the
establishment of a budget to assist in the implementation of the requirements of the Government
Accounting Standards Board Statement Number 34.
16. Resolution - 01 -599 - Authorizing the Department of Fire and Safety Services to accept a donation of
$5,000.00 for the Honor Guard and $1,000.00 for the Fire Explorer Scout program from Saint Paul Fire
Fighters Local 21 and set up the financing and spending plans in the Fire Responsive Services Fund for
the donations.
17. Resolution - 01 -600 - Authorizing the Department of Fire and Safety Services to accept a donation of
two bicycles and accessories from Saint Paul Fire Fighters Local 21.

18. Resolution - 01 -601 - Authorizing the Department of Fire and Safety Services to enter into a fire
protection inspection and engineering agreement with the City of Richfield.
19. Resolution - 01 -602 - Accepting grants from the Department of Trade and Economic Development
and the Metropolitan Council for the remediation of the Upper Landing.
20. Resolution - 01 -603 - Increasing the spending authority in Fund 149, Downtown Capital Projects
Fund, by $1,660,000 to $16,318,102.
21. Resolution - 01 -604 - Approving additions to the financing and spending plans in the 2001 budget for
a variety of regional park projects in many activity codes from additional funds received from the
Metropolitan Council.
22. Resolution - 01 -605 - Extending the deadline for federal funds on the Highwood Bluff Preservation
Project until December 31, 2001.
23. Resolution - 01 -606 - Adopting the Storm Water Permit Annual Report and Management Program as
required by the City's federally mandated storm water discharge permit.
24. Resolution - 01 -607 - Authorizing the Police Department to enter into an agreement with the
Washington County Agricultural Society to use the Washington County Fairgrounds on August 10, 2001,
for the Saint Paul Recruit Academy Riot Control Training.
25. Resolution - 01 -608 - Reinstating funding by the City to District 5 Payne- Phalen Planning Council.
26. Resolution Approving Assessment - 01 -609 - In the matter of summary abatements (property clean-
up) in April and May, 2001 (JO I04A); demolition of buildings in April and May, 2001 (JO I03C);
boarding -up vacant buildings in March and April, 2001 (JO I03B); and towing abandoned vehicles from
private property in January, 2001 (JO I04V), and setting date of Legislative Hearings for July 17, 2001,
and City Council Hearings for July 25, 2001.
27. Resolution Approving Assessment - 01 -610 - In the matter of the Public Works sewer repair program
for sanitary and /or storm sewer connections as requested by property owners, and setting date of
Legislative Hearing for July 17, 2001, and City Council Hearing for August 1, 2001. (File

28. Resolution Approving Assessment - 01 -611 - In the matter of 2001 replacement of lead water service

within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends

30. Resolution - 01 -539 - Transferring $250,000 from the Greater Frogtown Facelift Loan Fund to their

the Legislative Hearing Officer to hear appeals of decisions related to pedestrian safety crossings. (Laid

35. Second Reading - 01 -559 - An ordinance finalizing City Council action approving a petition of
Northern Star Company to rezone property at 1055 West Gate Drive from I -2 Industrial District to I -1
Industrial District. (Public hearing held April 25, 2001)
36. First Reading - 01 -612 - An ordinance adopting zoning ordinance amendments related to the White
Bear Avenue Small Area Plan and 40 Acre Study.
37. First Reading - 01 -613 - An ordinance amending Saint Paul Legislative Code Section 310.18;
increasing the malt off -sale license to cover enforcement costs and adjusting fees for mechanical
amusement device licenses to comply with state law.
