D001992 Amending the 2000 budget in the Office of Cable Communication's special revenue fund to reflect the actual expenditures for activities. D001993 Transferring funds in the Police Department's 2000 spending budget to special revenue funds to reflect the actual expenditures in activities. FOR ACTION 4. Resolution - 01 -232 - Approving the Memorandum of Agreement between the City of Saint Paul, the Professional Employees Association, Inc. (PEA) and the Saint Paul Supervisors Organization (SPSO) to amend the collective bargaining agreements regarding the placement of the classification of Landscape Architect IV from PEA to SPSO. (Laid over from March 14 for adoption) 5. Resolution - 01 -233 - Approving the 2000 -2003 Employment Agreement between Independent School District No. 625 and the Twin City Glaziers, Architectural Metals and Glass Workers Local 1324 to establish terms and conditions of employment. (Laid over from March 14 for adoption) 6. Resolution - 01 -252 - Approving the reappointments of Charlene Edwards and Liz Mische, by Mayor Coleman, to the Saint Paul Cultural Capital Investment Program. 7. Resolution - 01 -253 - Settling all outstanding claims, including those under the Minnesota No -Fault Act of Bobbie Jean Barbosa against the City of Saint Paul in the amount of $57,000. 8. Resolution - 01 -254 - Authorizing and directing City officials to enter into a permanent access easement agreement regarding City owned parkland with the property owner at 887 Raymond Avenue. 9. Resolution - 01 -255 - Accepting the Ramsey County Soccer Partners grant and amending the 2000 Capital Improvement Budget for lighting the soccer fields at the Battle Creek Recreation Center. 10. Resolution - 01 -256 - Authorizing a 2001budget amendment allowing Parks and Recreation to accept $47,800 in funding from the Public Housing Agency Drug Elimination Program for use in providing youth activities at McDonough Recreation Center. 11. Resolution - 01 -257 - Authorizing the purchase of land for the Jimmy Lee Recreation Center Acquisition and Redevelopment Project. 12. Resolution - 01 -258 - Amending the 1999 Capital Improvement Budget for the construction at the Martin Luther King Recreation Center. 13. Resolution- 01 -259 - Authorizing the proper City officials to apply for and upon approval of the application, enter into an agreement with the Minnesota Department of Natural Resources, Outdoor Recreation Grant Program for the Downtown Children's Play Area Project. 14. Resolution - 01 -263 - Changing the rate of pay for the General Manager - Saint Paul Regional Water Services class from Grade 35 to Grade 37 of the Non - represented City Managers, Employee Group 17. 18. Resolution - 01 -264 - Changing the rate of pay for the Assistant Fire Chief class from Grade 28 to Grade 30 and establishing the rate of pay for the Assistant Fire Chief position assigned Emergency Management Director in Grade 3 1 of the Non - represented City Managers, Employee Group 17. 19. Resolution - 01 -265 - Amending the salary plan and rates of compensation resolution by inserting the holiday eligibility requirements proration charts. 20. Resolution - 01 -266 - Approving the submission of a grant application to the United States Department of Commerce funding a demonstration program to remove barriers that limit the use of high speed digital networks by under served communities. 21. Resolution - 01 -267 - Requesting federal action to address greenhouse gas emissions by including carbon dioxide among federally regulated major power plant pollutants and by fully funding federal energy efficiency and renewable energy programs. 22. Resolution - 01 -268 - Approving the Housing Action Plan 2001. 23. Resolution - 01 -269 - Adding new roadways of Cayuga Street (to connect to Mississippi Street) and Arcade Access Road (to connect to Arcade Street) to the City's municipal State aid system. 24. Resolution - 01 -270 - Approving an agreement with CityNet Telecommunications, Inc. ( "CityNet ") to install, place and maintain telecommunication facilities in portions of the City's sewer system for the purpose of operating dark (unlit) fiber optic facilities. 25. Resolution - 01 -271 - Disapproval of the currency exchange license application by Cash -A- Check, LLC, dba Money X Change, 1676 Lexington Parkway and adopting the Findings of Fact, Conclusions of Law, and Recommendation of the Administrative Law Judge. Resolution - 01 -272 - Approving the transfer of misdirected revenue from the general fund back to the appropriate special fund in the Department of Technology and Management Services. 27. Resolution - 01 -273 - Accepting Metropolitan Council Livable Communities Demonstration account funding that was awarded to Phalen Village Superblock Implementation Plan, Phalen Village Main Street, and Pan -Asian Urban Village. 28. Resolution - 01 -274 - Authorizing the Department of Public Works to enter into the "Cooperative Agreement for Separate Storm Sewer Systems Permit Storm Water Monitoring Implementation in Minneapolis and Saint Paul" with the City of Minneapolis and the Minneapolis Park and Recreation Board. 29. Third Reading - 01 -216 - An ordinance finalizing City Council action granting the application of John Schumacher to rezone property at 330 Prior Avenue North from RT -1 to OS -1 to allow a purification center. Second Reading - 01 -248 - An ordinance amending Chapter 33, Section 33.04 by providing for time limits for completion of construction, alterations or improvements on building permits issued by the Building Official. 36. Second Reading - 01 -249 - An ordinance amending Ordinance No. 13537 approved January 31, 1967, by deleting the roadway of Maria Avenue - Seventh Street to Hudson Road from the truck route ordinance. 37. First Reading - 01 -277 - An ordinance creating a new Chapter 156 and amending Chapter 18 of the Saint Paul Legislative Code to authorize the designation of pedestrian safety crossings and authorizing the Legislative Hearing Officer to hear appeals of decisions related to pedestrian safety crossings. 38. First Reading - 01 -278 - An ordinance adopting food protection standards which will permit the City to enter into compliance with the requirements of the Minnesota Departments of Health and Agriculture and allow to enter into delegation agreements with each agency.
