Consideration of the appeal of the Summit Avenue Residential Preservation Association (SARPA) to a decision of the Heritage Preservation Commission granting approval of a demolition permit at 828 Summit Avenue. (Public hearing held and laid over from September 27) Motion of Intent - Appeal denied and adopted the findings and conclusions of the Heritage Preservation Commission (HPC) as contained in their Resolution No. 4095. Second Reading - 00 -889 - An ordinance amending Saint Paul Legislative Code Chapter 376; requiring annual taxicab vehicle inspections instead of biannual inspections and allowing for appearance inspections of taxicab vehicles up to six (6) times per year. Second Reading - 00 -890 - An ordinance amending Saint Paul Legislative Code Section 33.02 to allow the fire marshal to suspend or revoke a Certificate of Occupancy for buildings and structures determined to be nuisances.
