repurchase application for property at Kennard Street and Hudson Road (unassigned).
16. Resolution - 00 -845 - Amending Council File No. 00 -776 by striking the ratification of assessments
for properties located at 274 and 280 Brimhall Street and allowing the property owners to appear before
the City Council at a public hearing on October 4, 2000 regarding the ratification of assessments for
grading and paving alleys as part of the City's 1999 Pascal- Jefferson Project.
17. Resolution - 00 -846 - Referring the application for an Auto Repair Garage License by Richard
Anderson, dba S & G Auto Repair, 390 Western Avenue to an Administrative Law Judge.
18. Resolution - 00 -847 - Recommending denial of the application for a Recycling Collection Center

additional funding for youth programs in the Division of Parks and Recreation for the duration of the
year.
27. Resolution- 00 -856 - Approving payment of an annual MediaOne Capital Equipment Grant from the
City to the Saint Paul Neighborhood Network (SPNN) for implementation of its annual equipment
replacement plan.

30. Resolution - 00 -711 - Authorizing the Police Department to accept a $3,000 grant from the
Minnesota Department of Public Safety to be used towards targeting adult providers of alcohol to
minors. (Laid over from September 6)
31. Resolution - 00 -712 - Authorizing the Police Department to accept a $5,000 grant from the
Minnesota Department of Public Safety to be used for liquor compliance checks. (Laid over from

32. Consideration of the appeal of Dayton's Bluff District 4 Community Council to a decision of the
Planning Commission granting a Change of Nonconforming Use Permit to change from a small custom

33. Report from the Division of Parks and Recreation of the Initial Lease Terms and any Extended Lease

34. Resolution - 00 -858 - Requesting the Office of License, Inspections and Environmental Protection
(LISP) to provide the City Council with a report as to whether the 50% reduction in all housing related
permit fees, as embodied in Council File 00 -749, for new construction projects will cover City costs in
processing and inspecting said projects.
35. Update by Bill Gunther, Environmental Health Director (LISP), on issues related to noise and odor
at the Minnesota Brewing Company /Gopher State Ethanol Plant. (Update requested by the Council on
August 16)

36. Final Adoption - 00 -749 - An ordinance amending Saint Paul Legislative Code Section 33.04 by
inserting the 50% reduction of all housing related permits as part of an extension of a pilot program,
September 1, 2000, to December 31, 2000, to increase housing in Saint Paul. (Amended and laid over
from September 13)
37. Third Reading - 00 -806 - An ordinance finalizing City Council action approving
a petition of Episcopal Church Home to rezone property located on the corner of Fairview and
University Avenues from B -3 and P -1 to RM -2 to allow for the expansion of a retirement community.

38. First Reading - 00 -859 - An ordinance approving amendments to Chapter 189

39. First Reading - 00 -860 - An ordinance amending Chapter 82 of the Saint Paul Administrative Code
to bring it into conformance with amendments to the Uniform Municipal Contracting Act (Ch. 471.345).
40. First Reading - 00 -861 - An ordinance amending Chapter 86 of the Saint Paul Administrative Code
to bring it into conformance with amendments to the Uniform Municipal Contracting Act (Ch 471.35).
41. First Reading - 00 -862 - An ordinance amending Saint Paul Legislative Code Section 33.04 by
