4, 2000, to consider construction of a bicycle pedestrian tunnel at the north end of the I35 -E bridge to
allow for safe access for cyclists and pedestrians from the existing bike trail along Shepard Road to the
proposed trail on the downstream side of the bridge.
7. Administrative Orders:
• D001911 Authorizing payment in the amount of $1,429.00 to Dr. Ralph Farnsworth, Como Zoo
Veterinarian, to attend the 2000 Annual Conference of the American Association of Zoo
Veterinarians in New Orleans on September 16 -21, 2000.
• D001912 Amending the 2000 budget of the Department of Planning and Economic Development
Operations Fund which was prepared and adopted based on an organizational structure no longer
in existence.
• D001913 Authorizing the Police Department Critical Incident Response Team to utilize the
United States Army's advanced training facility at Camp Ripley on September 24 -27, 2000.
• D001914 Authorizing payment, not to exceed $40,000, to performers at the grand re- opening of
Harriet Island on September 9, 2000.
• D001915 Authorizing payment, not to exceed $40,000, to Melrose Pyrotechnics North for a
fireworks show at the grand re- opening of Harriet Island on September 9, 2000.
8. Resolution - 00 -816 - Declaring September 17, 2000, as Camphor Memorial United Methodist
Church Day in the City of Saint Paul, Minnesota.
9. Resolution - 00 -817 - Approving the May 1, 2000, to April 30, 2003, Collective Bargaining
Agreement between the City of Saint Paul and the International Brotherhood of Electrical Workers,
Local 110. (To be laid over one week for adoption)
10. Resolution - 00 -818 - Approving the Agreement between the City of Saint Paul and the Classified
Confidential Employees Association - CCEA (Union) for the purpose of enabling the City and the
Union to extend probationary periods as the City deems appropriate. (To be laid over one week for
adoption)
11. Resolution - 00 -819 - Ratifying City Council Resolution 00 -319 with the findings previously made
by the Port Authority and which are necessary to the establishment of the Tax Increment District.
12. Resolution - 00 -820 - Authorizing the Police Department to disburse funds for reimbursement to
Parking Enforcement Officers and Community Liaison Officers for educational expenses.
13. Resolution - 00 -821 - Authorizing the Police Department to enter into an agreement with Ray Joseph
Leasing and Sales to lease unmarked vehicles for investigative purposes.
14. Resolution - 00 -822 - Endorsing the creation of debt obligations for the purpose of reducing the
energy use at certain City facilities by use of 0% guaranteed loans offered by Northern States Power
Company to the City of Saint Paul.
15. Resolution - 00 -823 - Amending the 2000 Budget in the Department of Planning and Economic

Development by separating the salary and fringe benefit costs of Workforce Development employees
from the PED Operations Fund into another account.
16. Resolution - 00 -824 - Converting the 1999 year -end $150,000 allocation for the GIS strategic plan
from a General Fund advance to a General Fund transfer in the Office of Financial Services.
17. Resolution - 00 -825 - Finalizing City Council action taken August 9, 2000, granting the application
of Dennis Guptil for a revised final plat for Newbridge along Fifth Street between Clarence Street and
east of Etna Street.
18. Resolution - 00 -826 - Approving the cost allocation system for the RiverCentre complex.
19. Resolution - 00 -827 - Authorizing payment of $20,000.00 to Catherine Rude and her attorney, Gregg
Corwin, in full settlement of their claim against the City of Saint Paul.
20. Resolution - 00 -828 - Authorizing the Department of Public Works to enter into an agreement with
the Union Pacific Railroad Company and the Commissioner of Transportation for installation and
maintenance of railroad crossing signals at the intersection of Plato Boulevard with the tracks of the
Union Pacific Railroad Company (on Plato Boulevard 400 feet east of Wabasha Street).
21. Resolution - 00 -829 - Approving disbursement of Youth Program Funds to American Legion Post
4418; Dunning Boosters; Edgcumbe Community Center Hockey Booster Club; Harding Area Girls'

33. Update from the Office of License, Inspections and Environmental Protection (LISP) regarding
noise and odor issues at the Minnesota Brewing Company /Gopher State Ethanol Plant. (Monthly
updates were requested by the Council on August 9, 2000)
34. Resolution - 00 -840 - Adopting a maximum annual tax levy and an adjusted tax rate for 2001.

35. Final Adoption - 00 -737 - An ordinance memorializing the decision of the City Council granting the
application of Jaunae and David Brooks to rezone property
at 1528 Grand Avenue, from RM -2 to OS -1 to allow an office use. (Public hearing held July 12, 2000)
36. Final Adoption - 00 -749 - An ordinance amending Saint Paul Legislative Code Section 33.04 by
inserting the 50% reduction of all housing related permits as part of an extension of a pilot program to
increase housing in Saint Paul.
37. Second Reading - 00 -806 - An ordinance finalizing City Council action approving a petition of
Episcopal Church Home to rezone property located on the corner of Fairview and University Avenues
from B -3 and P -1 to RM -2 to allow for the expansion of a retirement community. (Public hearing held
August 9, 2000)
