21. Resolution - 00 -645 - Holding the Minnesota Department of Natural Resources, Minnesota
Extension Service, 4 -H Youth Development, and the MinnAqua harmless for use of Lake Phalen for a

22. Resolution - 00 -646 - Approving application for a Second Hand Dealer -Motor Vehicle License by
Mary Costas Enterpries, dba Value Auto Sales and Leasing, 2250 University Avenue West. (Legislative
Hearing Officer recommends approval)
23. Resolution - 00 -647 - Transferring the remaining budget from the Saint Paul Police Department's
1997 capital maintenance projects to a 2000 capital project.
24. Resolution - 00 -648 - Authorizing the Police Department to accept a grant from Minnesota Join
Together and establish a financing and spending plan for the grant.
25. Resolution - 00 -649 - Allowing placement of Snoopies in the public right -of -way and exempting
them from permit fees under Chapter 135.
26. Preliminary Order - 00 -650 - In the matter of improving Fourth Street East from Wabasha to
Minnesota and Cedar Street from Kellogg to Fifth, and setting date of public hearing for July 26, 2000.

allow inspectors of the Board of Water Commissioners to issue summonses.
30. Final Adoption - 00 -549 - An ordinance amending Chapter 90 of the Saint Paul Legislative Code
pertaining to the use of fire hydrants by public agencies.
31. Final Adoption - 00 -571 - An ordinance amending Chapter 166 of the Saint Paul Legislative Code

by revising the residential street permit parking district in the University of Minnesota Farm Campus
Neighborhood and which provides for the orderly administration of the district.
32. Final Adoption - 00 -572 - An ordinance amending Chapter 166.10 of the Saint Paul Legislative
Code by changing the residential street permit parking district in the Irvine Park Neighborhood from
Two Hour Parking, 8AM -8PM Monday- Friday, Except by Permit, Area 13 to No Parking Except by
Permit, Except Holidays, Area 13.
33. Final Adoption - 00 -573 - An ordinance to clarify the imposition of penalties for violation of the
Saint Paul Legislative Code.

34. Third Reading - 00 -550 - An ordinance to regulate newsracks that are located within public rights -
of -way. (Substitute introduced June 7; laid over from June 14) (Per City Council action taken on June
28, this ordinance will be laid over to August 9 for third reading /public hearing; no public testimony will
be taken on July 5.)
35. Third Reading - 00 -574 - An ordinance to clarify and supplement taxi driver's license requirements.

36. Third Reading - 00 -600 - An ordinance amending various sections of Legislative Code Chapters 116
and 135 of the Saint Paul Legislative Code to provide for regulation of the public right -of -way.
37. Third Reading - 00 -601 - An ordinance to provide for the publication and distribution of the
legislative and administrative codes by the City Clerk.
38. Resolution - 00 -651 - Approving the application of River City Asphalt for a sound level variance to
allow operation of a temporary asphalt plant near the northwest corner of Plato Boulevard and Robert
Street South from approximately 8:00 p.m. on Fridays until 5:00 a.m. the following Monday on five
weekends beginning July 7, 2000, and ending August 31, 2000.
39. Final Order - 00 -438 - In the matter of installation of a sanitary sewer and service connections in
Ogden Avenue from Point Douglas Road to Winthrop Street, Winthrop Street from Ogden Avenue to
Snowshoe Lane, and Snowshoe Lane from Winthrop Street to 160 feet west of the west line of
