Final Adoption - 00 -375 - An ordinance amending Chapter 200 of the Saint Paul Legislative Code to permit dogs to be in posted off -leash dog areas without restraints. 26. First Reading - 00 -457- An ordinance amending Saint Paul Legislative Code Chapter 310 correcting an error in the fee schedule for a Mobile Food (Limited) license. Public hearing to consider the appeal of Neighbors Opposed to Victoria Plaza, Summit Hill Association, and East Mall Association to a decision of the Planning Commission approving the site plan for a commercial development and parking ramp at 864 Grand Avenue. 28.
