D001801 Authorizing a staff member (non -City employee) to attend the "Health Realization Internship"
program in Saratoga, CA, in five separate sessions beginning December 2, 1999, and ending September,
2000.
D001802 Transferring funds to the proper expenditure code to permit funding of the 1999 share of costs
for the 1999 PC replacement program for computers provided to the Division of Contract and Analysis
Services.
D001803 Approving transfer of spending authority within the Asphalt Plant Internal Service Fund to
adjust spending budgets for the year 1999 for compliance with fund sufficiency policies and to reflect
where spending has or is projected to occur through the year -end process.
10. Resolution - 00 -1 - Approving the appointment of Ratwik, Roszak & Maloney, P.A., to represent
City Employee James V. Crudo.
11. Resolution - 00 -2 - Authorizing City staff to purchase the vacant railroad parcel adjacent to Kellogg
Boulevard and Broadway Street and that the parcel be improved as a surface parking facility.
12. Resolution - 00 -3 - Finalizing City Council action taken December 22, 1999, suspending all licenses
held by Todd Erickson, dba Summit Amusement, 2274 University Avenue West, until all fees are paid.
13. Resolution - 00 -4 - Approving the release of an unneeded sewer easement on an area of vacated Mt.
Hope Street.
14. Resolution - 00 -5 - Amending the spending and financing plans for the Rice /Arlington Field
Lighting Project and the Harriet Island Park Reconstruction Project.
15. Resolution - 00 -6 - Approving application for a Parking Ramp License by Park N Jet LLC, dba Park
N Jet, 1465 Davern Street. (Legislative Hearing Officer recommends approval)
16. Resolution- 00 -7 - Approving the decision of the Legislative Hearing Officer on Property Code

Enforcement Appeals for property at 1704, 1720, 1740, & 1750 Norfolk Avenue, and 1073 Thomas
Avenue.
17. Resolution - 00 -8 - Approving allocation of Federal Emergency Grant Program Funds to various
non -profit agencies for the purpose of providing a wide range of services to people who are homeless or
at risk of becoming homeless.
18. Resolution - 00 -9 - Establishing the rate of pay for a new classification entitled Administrative
Assistant - Department of Human Rights.
19. Resolution - 00 -10 - Changing the rate of compensation for the existing classification of Assistant
Director of Human Rights (unclassified).
20. Resolution - 00 -11 - Approving a project to improve the bike trail on the south side of Warner Road
west of Fish Hatchery Road and approving all permanent and temporary easements needed to complete
said improvement.
FOR DISCUSSION
21. Resolution - 99 -1206 - Approving the appointments of Councilmember Chris Coleman and
Councilmember -E+e& Patrick Harris, and the reappointment of Councilmember James Reiter, by Mayor
Coleman, to the Saint Paul Water Board of Commissioners. (Laid over from December 22)
ORDINANCES
22. Final Adoption - 99 -1157 - An ordinance amending Chapters 87, 89, 90, 92, and 94 of the Saint Paul
Legislative Code pertaining to the rules and regulations of the Saint Paul Regional Water Services as
recommended by the Board of Water Commissions of the City of Saint Paul.
23. Final Adoption - 99 -1179 - An ordinance enacted pursuant to Section 17.07.1 of the Charter of the
City of Saint Paul and Section 409.20 of the Saint Paul Legislative Code creating a Commercial
Development District on property with the address of 2082 Ford
Parkway.
24. Second Reading - 99 -1227 - An ordinance amending Saint Paul Legislative Code Chapter 423 to
establish a separate license for auto body repair shops and auto body painting shops.
25. Second Reading - 99 -1228 - An ordinance to limit the number of one -day entertainment licenses
available at any one location.
26. Second Reading - 99 -1229 - An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district sign plan for the
Snelling- Hamline Neighborhood to be known as the Snelling- Hamline Special District Sign Plan.
27. Second Reading - 99 -1241- An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district plan for the
West Side Neighborhood to be known as the West Side Special District Sign Plan.
28. First Reading - 00 -12 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to

rezone property at 550 Concord Street from RM -2 to OS -1.

29. Third Reading - 99 -1202 - An ordinance amending Section 157.04 of the Saint Paul Legislative
Code to delete an obsolete reference to the Department of Community Services and to allow the Director
of Parks and Recreation, rather than the Director of Community Services or a designee, the ability to
post signs indicating that tree trimming work is in progress and banning parking within one hundred feet
of such work.
30. Third Reading - 99 -1203 - An ordinance amending Council File 97 -1568 pertaining to advertising
signs to allow limited processing of advertising sign permits for DeLite Outdoor Advertising, Inc.
31. Public hearing to consider the appeal of Lincoln Pawn to a decision of the Planning Commission
granting the appeal of the District 2 Community Council of the Zoning Administrator's approval of a site
plan for the expansion of a pawn shop at 1675 White Bear Avenue.
32. Public hearing to consider the following cases concerning a new carriage house proposed to be built
at 420 Portland Avenue: appeal of Greg and Carol Clark, Patricia Leonard, and Laurel Frost to a
decision of the Heritage Preservation Commission to approve the design; appeal of Ron Severson to a
decision of the Board of Zoning Appeals to deny a variance to reduce the required front yard setback;
and application of Ron Severson to review the site plan.
33. Resolution - 00 -13- Consideration of a petition to vacate part of Pierce Street southerly of Carroll
Avenue and north easterly of the Soo Line Railroad right -of -way and the south 1.00 foot of the west
161.10 feet of Carroll Avenue easterly of Pierce Street.
34. Resolution - 00 -14 - Ordering the owner to remove or repair the building at 762 Lafond Avenue
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
allowing the owner six months to complete rehabilitation provided a $2,000.00 bond is posted, a
code compliance inspection is completed, and the vacant building fee is paid by noon on January
5, 2000)
35. Resolution - 00 -15 - Ordering the owner to remove or repair the building at 648 Western Avenue
North within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
approval)
