January 24, 2001, to consider adverse action against the 3.2 Off Sale Malt License held by RCH Inc.,

11. Resolution - 00 -1199 - Approving 2000 year -end budget adjustments.
12. Resolution - 00 -1200 - Amending the 2000 budget to provide for required disbursements of
Hotel /Motel tax collections to the Saint Paul Convention and Visitors Bureau.
13. Resolution - 00 -1201 - Establishing the rate of pay for the new classification titled "Video
Production Supervisor."
14. Resolution - 00 -1202 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement appeals for property located at 1681 Dayton Avenue and 589 Cleveland Avenue South.
15. Resolution - 00 -1203 - Approving a single family housing program to be financed by the issuance of
single family mortgage revenue bonds and mortgage credit certificates.
16. Resolution - 00 -1204 - Approving a program of refunding single family mortgage revenue bonds to
provide for the recycling of program monies to make additional loans for low or moderate persons and
families.
17. Resolution - 00 -1205 - Accepting conveyance of Lot 2, Block 2 in Phalen Village (District 2) less
the westerly 19 feet from the Housing and Redevelopment Authority (HRA) for open space purposes.
18. Resolution - 00 -1206 - Accepting registration fees and travel expenses for a City employee to attend

the Sports Turf Managers Association (STMA) Conference provided to the City in recognition of
Midway Stadium's selection as the "George Toma Golden Rake Award" winning facility.
19. Resolution - 00 -1207 - Authorizing the Police Department to accept donations in the amount of $200
from the BMC Foundation for the DARE Program and $3,000 from Xcel Energy for the K -9 Unit.
20. Resolution - 00 -1208 - Authorizing the Police Department to accept a grant from Minnesota Join
Together, authorizing Chief Finney to enter into an agreement with Minnesota Join Together, and
establishing a 2000 financing and spending plan for the grant.
21. Resolution - 00 -1209 - Accepting a Safe and Sober grant and authorizing the City of Saint Paul and
the Police Department to enter into a grant agreement with the Minnesota Department of Public Safety,
Office of Traffic Safety.
22. Resolution - 00 -1210 - Granting Public Art Saint Paul permission to maintain the sculpture currently
located in the median of Marion Street between Ravoux Street and Fuller Avenue for a period not to
exceed three years without further review by the City Council.
23. Resolution - 00 -1211 - Releasing utility easements in vacated Mackubin and Atwater Streets for
development of the area by the Port Authority for industrial use.
24. Resolution - 00 -1212 - Authorizing execution of Lease Agreement PR/24 extending the term for an
additional five years of the lease of 9,790 square feet of vacant land to the Humane Society of Ramsey
County to be used as a parking lot for customers and staff.

25. Consideration of the report of the Administrative Law Judge concerning all licenses held by Beaver
Lounge, Inc., 756 Jackson Street. (Public hearing held and laid over from December 20)
26. Report from the Planning Commission on their recommendations, as required by ordinance and as
requested by a series of Council resolutions, regarding six proposed new special sign districts that would
prohibit new billboards and regulate repairs of existing ones.

31. Final Adoption - 00 -1117 - An ordinance preserving the status quo with respect to the use of
property for methadone outpatient treatment services pending completion of a study of these facilities by
the Planning Commission.
32. Second Reading - 00 -1189 - Providing for the collection of refuse and the assessment and collection
of service charges for such services.
