1 WHEREAS, the St. Paul Police Department is seeking authority to pay for related travel expenses which
2 include air fare, registration, lodging, meals etc., for 5 Mivaesota Internet Crimes Against Children (MICAC)
3 Task Force participants, non-city employees, to attend Encase Forensic Software training sponsored by
4 Guidance Software Company, training to be held in Sterling, Virginia, September 15 through 19, 2003, and
5
6 WHEREAS, the MICAC Task Force's mission is to form a multi-jurisdictional operation that investigates and
7 prosecutes crimes involving child pornography and exploitation of children online, and
8
9 WHEREAS, this training is specifically designed to assist task force members in working these investigations
10 and the specialized nature of computer crimes makes this training a necessary component of the
ll MICAC Task Force, and

13 WHEREAS, computers are changing daily and specific initial and ongoing training in this area is critical
14 for a successful operation, and technology, prosecutorial strategies and case law change on a regular basis, and
15
16 WHEREAS, the public purpose of this training is to train 5 MICAC task force members to: analyze the
17 structure of computers and the data contained therein, which is essential for the investigator in order to examine
18 computers for evidence, to conduct investigations, prepare evidence and prepare for prosecutions, therefore
19
� BE IT ORDERED, that the proper city officials are hereby authorized to pay for the above mentioned
travel e%penses related to this trai�ing for 5 participants, non-city employees, not to exceed $14,500 from
22 account code 436-34056-025a, the MICAC Federal Grant fund.

Approval of the attached administrauve order authorizing funds to send 5 Minnesota Internet Crimes Against Children (MICAC) task
force participants, nonciry employees, to attend Encase Forensic Software training, sponsored by Guidance Soflwaze Company,
Sept. 15 through 19, 2003, in Sterling Virginia. The MICAC Task Force tugets individuals who use computers to commit crimes
against children via the intemet. T1te Encase Forensic Soflwaze training is lughly specialized training not available locally. It is used by
all ICAC units around the country. The attendees aze investigators from Minnesota, all members of MICAC. The participants aze from
the Fergus Falls Police Department, the Woodbury Police Deparhment, the Crow Wing Counry Sheriffs Office, the Anoka County
Sheriffs Office, and the Mankato Police Depaztment. The funds will cover registrafion, travel, lodging, pex diem and related expenses
for the 5 participants. Ali funds come from the Federal MICAC Grant.

NIICAC Task Force is a mulfl jurisdictional operation that imesUgates and prosecutes crimes involving child pornography and
exploitation of children via the Internet. Outside agencies participating in the task force are not compensated for their staff s time by the
task force. This training is essen6al for MICAC membezs who need to have specialized working knowledge in their respective fields.
This is specialized training and no local sources e�st for tttis training. All participants aze employees of agencies associated
with or having a memorandum of understanding with the St. Paul Police Department, which is administering the MICAC Task Force.
The NLICAC Task Force has Federal Grant funds to cover the costs of this traveUtraining.
