9. Resolution - 00 -21- Amending Council File 99 -607 to change the term of Joan Thompson to serve
one year on the Workforce Development Council.
10. Resolution - 00 -22 - Approving a Memorandum of Agreement between the City of Saint Paul and
the Saint Paul Police Federation establishing the implementation procedures for moving current
incumbents holding certified appointments to the Lieutenant classification into the Commander
classification as a result the consolidation of the Lieutenant and Commander classes; and amending
Article 18 (Premium Pay /Special Allowances) of the current collective bargaining agreement by
establishing a 5% premium pay for "Senior Commander" duty assignment. (To be laid over one week

11. Resolution - 00 -23 - Accepting a $98,000.00 Police Overtime Grant from the Minnesota Department
of Public Safety and authorizing the Police Chief to enter into a grant agreement with the Minnesota
Department of Public Safety.
12. Resolution - 00 -24 - Concerning adverse action against the Off -Sale Liquor License held by The

13. Resolution - 00 -25 - Memorializing the decision of the City Council on November 3, 1999, denying
the appeal of Christopher Prior to a decision of the Board of Zoning Appeals denying a variance in order
to convert a single family home into a duplex at 848 Third Street East.
14. Resolution - 00 -26 - Approving a program of refunding Single Family Mortgage Revenue Bonds to
provide for the recycling of program monies to make additional loans for low or moderate persons and
families.
15. Resolution - 00 -27 - Changing the rate of pay for Parks Concession Supervisor in the Salary Plan
and Rates of Compensation Resolution.
16. Resolution - 00 -28 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property at 1844 Grand Avenue, 1086 Iglehart Avenue 44, 111 Empire Drive,

17. Resolution - 99 -1218 - Changing some of the roadways designated as Municipal State Aid (MSA)
and County State Aid Highways (CSAH). (Laid over from December 22)
18. Resolution - 00 -10 - Changing the rate of compensation for the existing classification of Assistant
Director of Human Rights (unclassified). (Laid over from January 5)
19. Report from the City Attorney on the preliminary implementation of its policy to select and manage
outside counsel.
20. Resolution - 00 -29 - Approving the change of control of the Saint Paul Cable Franchise from
MediaOne to Meteor and AT &T.
ORDINANCES
21. Final Adoption - 99 -1202 - An ordinance amending Section 157.04 of the Saint Paul Legislative
Code to delete an obsolete reference to the Department of Community Services and to allow the Director
of Parks and Recreation, rather than the Director of Community Services or a designee, the ability to
post signs indicating that tree trimming work is in progress and banning parking within one hundred feet
of such work.
22. Second Reading - 00 -12 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to
rezone property at 550 Concord Street from RM -2 to OS -1.

26. Third Reading - 99 -1229 - An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district sign plan for the
Snelling- Hamline Neighborhood to be known as the Snelling- Hamline Special District Sign Plan.

27. Third Reading - 99 -1241- An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district plan for the
West Side Neighborhood to be known as the West Side Special District Sign Plan.
28. Resolution - 00 -30 - Concerning adverse action against all licenses held by Blues Saloon, Inc., 601
Western Avenue North.
29. Resolution - 00 -31 - Concerning adverse action against all licenses held by Food -N -Fuel, Inc., 675

30. Resolution - 00 -32 - Concerning adverse action against all licenses held by Hardee's Food Systems,

34. Resolution - 99 -999 - Ordering the owner to remove or repair the building at 559 Lawson Avenue
East within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
the owner be given six months to rehabilitate the building provided a $2,000 bond is posted by
