10. Resolution - 00 -1076 - Authorizing payment of $200,000.00 to Northstar Fire Protection, Inc. and
Richard Colin Barnett in full settlement of their claim against Fire Marshal Zaccard and the City of Saint

11. Resolution - 00 -1077 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property located at 1664 Randolph Avenue, 1035 Arkwright Street, and 641
Lincoln Avenue.
12. Resolution - 00 -1078 - Adopting the 2000 Large Neighborhood STAR Loan and Grant Program.
13. Resolution - 00 -1079 - Directing the Saint Paul Planning Commission to undertake a study of
methadone outpatient treatment services facility zoning and land use consideration and temporarily
prohibiting the establishment of methadone outpatient treatment services pending completion of the
study.
14. Resolution - 00 -1080 - Increasing the spending authority within the Asphalt Plant Internal Service

23. Final Adoption - 00 -862 - An ordinance amending Saint Paul Legislative Code Section 33.04 by
inserting the 50% reduction of all housing related permits as part of an extension of a pilot program,
from January 1, 2001, to December 31, 2001, to increase housing in Saint Paul. (Amended and laid over
from November 8 for final adoption)
24. Final Adoption - 00 -973 - An ordinance amending sections of Chapter 66 of the Saint Paul Zoning
Code pertaining to signs as recommended by the Saint Paul Planning Commission pursuant to Council

25. Second Reading - 00 -1063 - An ordinance to permit certain food establishments to have one unisex
restroom facility for patrons.

30. Second Reading - 00 -1068 - An ordinance placing the positions represented by the labor agreement
between Independent School District No. 625 and City of Saint Paul Manual and Maintenance
Supervisors' Association titled School Bus Garage Supervisor, Food Service Equipment Specialist,
Facility Operations Coordinator I, Grounds and Labor Supervisor, and Facility Operations Coordinator

eliminating the language that permits advertising signs within 660 feet of the right of way of the
Lafayette Freeway and Interstate Highway 94 between the Lafayette Freeway and Robert Street.
