WI�IEREAS, the Saint Paul Police Department is seeldng authority to pay for related travel eapenses which
include air fare, registrarion, lodging, meals etc., for 3 Minnesota Intemet Crimes Against Children (MICAC�
Task Force participants, non-city employees, to attend the Annual Intemet Crimes Against Children Training
Conference in Dallas, Te%as, August 16 through August 21, 2003, and
WHEREAS, the MICAC Task Force's mission is to form a multi-jurisdictional operation that investigates and
prosecutes crimes involving child pornography and eaploitation of children online, and
WHEREAS, this training is specificaliy designed to assist task force members in working these investigations
and prosecutions, and the specialized nature of computer crimes makes this training a necessary
component of the MICAC Task Force, and
WHEREAS, computers are changing dai}y and specific initial and ongoing training in this area is critical
for a successful operation, and prosecutoria! strategies and case law change on a regular basis, and
WHEREAS, the public purpose of this training is to train 3 MICAC task force members to: analyze the
structure of computers and the data contained therein, which is essential for the investigator in order to examine
computers for evidence, to conduct investigations, prepare evidence and prepare for prosecutions, and
BE IT ORDERED, that the proper city officiais are hereby ordered to pay for the above mentioned
travel egpenses related to this training for three participants, non-city employees, not to exceed $4,500 from
accountcode 436-34056-025g,the MTCAC Federal Grantfund.

Approval of the attached administrative order authorizing funds to send 3 Minnesota Intemet Crimes Against Cfuldren (MICAC) task
force participants, non-city employees, to attend the Annual Intemet Crimes Against Children Training Conference, August
16 through August 21, 2003, in Dallas Te�s. The MICAC Task Force targets individuals who use computers to wmmit crimes against
children via the intemet. The Dallas training conference offers investigative, forensic, and prosecutorial courses taught by e�cperts from
azound the country. The attendees aze imestigators and a prosecutor, all members of MICAC. The participants aze from the
White Bear Lake Police Department, the Ramsey County Attomey's Office of Cruuinal Prosecution, and Hennepin County Sheriffs Office.
The funds will cover registration, travel, lodging, per diem and related expenses for the 3 participants.
All funds come from the Federal MICAC Grant.

NIICAC Task Force is a multiyurisdictional operafion that investigates and prosecutes crimes involving child pornography and
eacploitation of children via the Internet. Outside agencies participafing in the task force aze not compensated for their staffs Ume by the
task force. This training is essential for NIICAC members who need to have specialized working knowledge in their respective fields.
This is specialized ffaining and no local sources exist for this training. All participants aze employees of agencies associated
with or having a memorandum of understanding with the St. Paul Police Department, which is administering the MICAC Task Force.
The MICAC Task Force has Federal Grant funds to cover the costs of this travelltraining.

Approval of the administrative order will allow the task force to send 3MICAC task force participants, non city employees,
to the Annual ICAC Training Conference in Dallas, Texas. The training offered MICAC members will improve their ability to
investigate, analyze evidence, and prosecute internet crimes against children.
