D001726 Authorizing the Department of Public Works to reimburse property owners for the cost of inspecting a private sewer connection when the inspection was requested by Public Works and when the inspection shows the condition of the sewer connection to be in satisfactory condition. . D001727 Approving travel expenses for out -of -town candidates interviewing for the position of Building Code Official. . D001728 Amending the 1999 budget in the Department of Planning and Economic Development, City Sales Tax Capital Projects Fund, to consolidate STAR and accounting records regarding the Brewery Breakthrough Project to a single tracking and project code. 6. Resolution - 99 -739 - Approving the appointments of Victor Wittgenstein as Director of Parks and Recreation, Brian Sweeney as Director of Planning and Economic Development, and Thomas Eggum as Director of Public Works. 7. Resolution - 99 -740 - Approving the appointment of Rosita Serrano, and the reappointments of William (Billy) Collins, Charles Redmond, Miriam Rykken, Jim Kelley, Greg Simbeck, Jennifer Bozicevich, Michael Lohman, Shirley Alexander, Maria DeLeon, and Brennan Brooks, by Mayor Coleman, to the Youth Fund Board. 8. Resolution - 99 -741 - Providing PEG access capital funding in the amount of $600,000 to Saint Paul Neighborhood Network (SPNN). 9. Resolution - 99 -742 - Allowing adherence to the criteria for awarding subsidies to businesses subject to the regulations and reporting requirements of the Minnesota Business Assistance Act. 10. Resolution - 99 -743 - Approving payment of $10,000 to Gene Jones and his attorney Brad Ratgen in full settlement of their claim against the City of Saint Paul. 11. Resolution - 99 -744 - Authorizing the Police Department to enter into an agreement with the City of Minneapolis to provide law enforcement services targeting methamphetamine production and trafficking from January 1, 1999 through December 31, 1999, and establishing a financing and spending plan for the agreement. 12. Resolution - 99 -745 - Authorizing the Police Department to enter into a joint powers agreement with the State of Minnesota for reimbursement for ordnance disposal services from July 1, 1999, through June 30, 2001. 13. Resolution - 99 -748 - Agreeing to indemnify and hold harmless Meyer, Scherer & Rockcastle, Ltd., the architectural firm for the Central Library Renovation Project. FOR DISCUSSION 16. Report from the Labor - Management Committee (or Administration and the St. Paul Works! Alliance) on the progress of implementation of Compete St. Paul. (Requested by Council on June 9; C.F. 99 -549) 17. Resolution - 99 -749 - Approving the decision of the Legislative Hearing Officer on Property Code Enforcement Appeals for property located at 847 Hudson Road and 417 Sherburne Avenue. (Laid over from July 28) ORDINANCES 18. Final Adoption - 99 -612 - An ordinance amending Ordinance 97 -1568 (establishing a moratorium prohibiting new advertising signs and modification of existing advertising signs pending city zoning study) by approving the continuation of the interim regulations established therein and approved in Resolution 98 -733 (creating special district sign plans) as authorized under Minn. Stat. Section 462.355, Subd. 4 for a maximum additional time of eighteen (18) months. 19. Second Reading - 99 -726 - An ordinance finalizing City Council action granting the application to rezone property at 1770 Old Hudson Road from B -2 Community Business District to B -3 General Business District for the purpose of establishing a car wash. (Public hearing held July 14, 1999) 20. Second Reading - 99 -727 - An ordinance amending Chapter 376 of the Saint Paul Legislative Code by establishing a one -year change in the fare structure to allow taxicab companies to set their own fares within a maximum ceiling, and to impose a one -time surcharge on vehicle license fees to partially pay for the cost of a comprehensive survey on taxicab service in Saint Paul. 21. Second Reading - 99 -728 - An ordinance amending Section 376.05 of the Saint Paul Legislative Code bringing the taxicab license cap to 150. 22. Second Reading - 99 -729 - An ordinance to allow certain holders of 3.2 percent malt liquor licenses to waive the dramshop insurance coverage requirements in accordance with state law. 23. Second Reading - 99 -730 - An ordinance to allow certain holders of wine licenses to waive the dramshop insurance coverage requirements in accordance with state law. 24. First Reading - 99 -750 - An ordinance amending Chapters 33, 60, 62, 63, and 66 of the Saint Paul Legislative Code pertaining to Zoning. 25. First Reading - 99 -752 - An ordinance amending Chapter 189 of the Saint Paul Legislative Code by changing references to "public health manager" to the current property code enforcement manager, and to increase the fee for examination of Truth -In -Sale of Housing evaluators to $100.00 to cover actual costs of the examination process. Resolution - 99 -754 - Vacating public lands, formerly part of Johnson Parkway and Prosperity Avenue, to convey title to said lands to Jerry's Enterprises, Inc., and directing the Department of Public Works to reimburse the Division of Parks and Recreation for that part of said lands that were acquired for the Parkway. 29.
