Resolution - 99 -1088 - Approving the Memorandums of Understandings between the City of Saint Paul and AFSCME Technical Local 41842, AFSCME Clerical Local 42508, AFSCME Legal 43757, Operating Engineers Local 470, Saint Paul Police Federation, Classified Confidential Employees Association, Saint Paul Supervisors Organization, and Professional Employees Association to participate in the Metropolitan Council's "Metro Pass" program. (Laid over from November 10 for adoption) 11. Resolution - 99 -1113 - Approving the appointment of Joseph Rascher, by Mayor Coleman, to the Certificate of Competency Plumbing Board of Examiners. 12. Resolution - 99 -1114 - Approving the reappointments, of Judith Benton, Richard Murphy, Sr., and Dudley Younkin, by Mayor Coleman, to the Saint Paul Heritage Preservation Commission. 13. Resolution - 99 -1116 - Memorializing City Council action taken October 27, 1999, denying the appeal of Pawn America Minnesota to a decision of the Planning Commission which denied a request for a special condition use permit to allow establishment of a pawn shop at 1546 White Bear Avenue. 15. Resolution - 99 -1117 - Approving release of ingress /egress easements in Lots 7 & 9, Block 32, St. Anthony Park, as the property is no longer needed and has been formally released by the Department of Public Works. 16. Resolution - 99 -1119 - Establishing a financing and spending plan in the Department of Fire and Safety Services for $5,000 donated by St. Paul Fire Fighters Local 421 for uniforms for the St. Paul Fire and Safety Services Honor Guard. 18. Resolution - 99 -1120 - Authorizing the proper City officials to enter into a lease agreement with U.S. West Wireless, L.L.C. to attach a cell phone antenna on an existing field light pole at Jimmy Lee Recreation Center. 19. Resolution - 99 -1121 - Requiring the City to comply with liability claims data standards when making changes to the City's claim management system or contracting with a vendor for such services. 20. Resolution - 99 -1122 - Revising the 1999 budget in the Solid Waste and Recycling Fund in the Department of Public Works to continue the current recycling service in the City. 21. Resolution - 99 -1123 - Establishing and designating the turnback segment of State Trunk Highway 49 (Rice Street in St. Paul) from Interstate 694 to University Avenue as a County State Aid Highway in Ramsey County. 22. Resolution - 99 -1124 - Establishing and designating the turnback segment of State Trunk Highway 952A (Robert Street, then University Avenue) from Interstate 94 to Highway 49 (Rice Street) as a County state Aid Highway in Ramsey County. 23. Resolution - 99 -1125 - Authorizing the Police Department to enter into an agreement with the Minnesota Department of Public Safety for a Safe and Sober grant and establishing a 1999 spending and financing plan. 24.
