Resolution - 99 -1092 - Confirming City Council action taken September 22, 1999, to continue the appeal of Greg and Carol Clark, Patricia Leonard, and Laurel Frost of the decision in Heritage Preservation Commission Resolution No. 3654 and laying over the public hearing until such time as all regulatory determinations necessary for the proposed project at 420 Portland Avenue shall have been acted upon by the appropriate City department, board, or commission. 17. Resolution - 99 -1093 - Finalizing City Council action taken August 4, 1999, approving a preliminary and final plat for Amherst H. Wilder Foundation Rarig Campus to create separate lots for the nursing home buildings now owned by HealthEast and for the independent senior housing building still owned by Wilder. 18. Resolution - 99 -1094 - Finalizing City Council action taken September 1, 1999, approving a preliminary and final plat for Westminster Cottages along the east side of Westminster Street south of Hoyt Avenue. 19. Resolution - 99 -1095 - Approving use of retained earnings in the Department of Planning and Economic Development to purchase replacement equipment for the Print Shop. 20. Resolution - 99 -1096 - Approving renewal of a five -year lease agreement with the Pointe of St. Paul (radio communications equipment site). 21. Resolution - 99 -1097 - Authorizing the Police Department to enter into an agreement with Midwest Motorcycle. 22. Resolution - 99 -1098 - Approving a contract with Hennepin Technical College's Customized Training Center to provide driver training to all new applicants for a City business license to operate a taxicab. 23. Resolution - 99 -1099 - Supporting the Metropolitan Council's 2000 -2001 Capital Improvement Program and legislative funding request. 24. Resolution - 99 -1100 - Approving the decision of the Legislative Hearing Officer on Property Code Enforcement Appeals for property located at 1670 Laurel Avenue, 476 Brimhall Street, 2214 Marshall Avenue, 417 and 419 Cleveland Avenue South, 136 Curtice Street East, and 1854 Benson Avenue. 25. Final Adoption - 99 -1034 - An ordinance amending Chapter 105 of the Saint Paul Legislative Code by removing obsolete references to the "department of public health" to reflect the present "citizen service office" department, division of "property code enforcement." 30. Final Adoption - 99 -1036 - An ordinance amending Chapter 85 of the St. Paul Administrative Code allowing waivers for certain contracts. (Substitute introduced, amended and laid over from November 3 for final adoption) 31. Third Reading - 99 -1049 - An ordinance memorializing City Council action granting the application of Roger Bonfe to rezone property from RT -2 (townhouse residential) to P -1 (parking) to allow a parking lot in association with Bonfe Auto Repair, 366 and 372 Smith (Public hearing held October 6, 1999) PUBLIC HEARINGS (public hearings will begin at 5:30 p.m.) 32. Third Reading - 99 -1063 - An ordinance enacted pursuant to Minnesota Statutes §462.355, Subd. 4. preserving the status quo with respect to the use of property within the City of Saint Paul pending the completion of studies of possible amendments to city zoning regulations relating to trucking facilities. 33. Public hearing concerning whether the requested transfer of control of the cable system from MediaOne to AT &T may adversely affect subscribers. (Public hearing continued from October 27) 34. Resolution - 99 -915 - Ordering the owner to remove or repair the building at 805 Agate Street within fifteen (15) days from adoption of resolution. (Laid over from September 22) (Legislative Hearing Officer recommends allowing the owner six months to complete rehabilitation provided a $2,000.00 bond is posted and that the current code compliance inspection is determined to be valid or a new inspection completed by November 10, 1999) 35.
