(To be laid over one week for adoption) 7. Resolution - 99 -1018 - Approving the appointment of Sophia Y. Vuelo and the reappointments of Julie M. Cruz, Carleton B. Crutchfield, LeClair G. Lambert, and Beverly J. Peterson, by Mayor Coleman, to the Saint Paul Human Rights Commission. 8. Resolution - 99 -1019 - Approving a Reciprocal Easement Agreement between Southmetro and the Saint Paul Public Library, Lexington Branch, which will memorialize public access to the Saint Paul Public Library Lexington Branch. 9. Resolution - 99 -1020 - Memorializing the decision of the City Council on August 25, 1999, denying the appeal of the Minnesota Department of Natural Resources to a decision of the Planning Commission approving a special condition use permit to allow construction of a new building at 690 Bayfield Street (on Holman Field) and approving the Special Condition Use Permit with two river corridor modifications. 10. Resolution - 99 -1022 - Supporting recommendations of the Joint Property Tax Advisory Committee (JPTAC) for 1998 State of Minnesota Youth Initiative Grant projects at Scheffer Recreation Center, Baker Community Center /Cherokee Heights School, Raising the Big Top- Circus of the Stars, and North Dale Community Recreation Center. 12. Resolution - 99 -1023 - Establishing a 1999 financing and spending plan in the Citizen Service Office, Division of Code Enforcement, for the Railroad Island, Econ and Summit University Weed and Seed grant programs. 13. Resolution - 99 -1024 - Authorizing the solicitation of donations from various businesses for drawings in conjunction with the City's Combined Campaign. 14. Resolution - 99 -1025 - Establishing the year 2000 Residential Street Vitality Program assessment rates. 15. Resolution - 99 -1026 - Amending the 1999 financing and spending plans in the Police Department for the Local Law Enforcement Block Grant 11. 16. Resolution - 99 -1027 - Authorizing the Police Department to accept a grant from Minnesota Join Together and establishing a financing and spending plan for the grant. 17. Resolution - 99 -1028 - Amending the 1999 budget in the Police Department for the automated pawn system. 18. Resolution - 99 -1029 - Authorizing the Police Department to enter into an agreement with the Washington County Agricultural Society to provide training for sworn personnel in Mobile Field Force Tactics to prepare for Y2K and possible civil unrest. 19. Resolution - 99 -1030 - Approving the use of assessment financing in accordance with City policy for installation of a fire protection system at 340 Cedar Street (St. Paul Athletic Club). 20. Resolution - 99 -1031 - Authorizing an addendum to the purchase agreement for property in the Jimmy Lee Recreation Center Acquisition and Redevelopment Project. 21. Resolution - 99 -1032 - Approving the application for Sidewalk Cafe, Restaurant (A), Malt On Sale (Strong), and Wine On Sale Licenses by Capitol View Cafe, Inc., 637 Smith Avenue South. 22. Preliminary Order - 99 -1033 - In the matter of acquiring Lots 1 through 5, Block 42, Auerbach & Hand's Addition to the City of Saint Paul (1015 Rice Street), and setting date of public hearing for November 10, 1999. Final Adoption - 99 -694 - An ordinance establishing a "Managed Competition" chapter of the Saint Paul Administrative Code to provide a framework by which the City of Saint Paul can enter into contracts with vendors, including existing City employees and outside entities, to provide City services currently performed by City employees. Second Reading - 99 -997 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code pertaining to zoning for the City of Saint Paul and the zoning maps thereof. 27. First Reading - 99 -1034 - An ordinance amending Chapter 105 of the Saint Paul Legislative Code by removing obsolete references to the "department of public health" to reflect the present "citizen service office" department, division of "property code enforcement." 28.
