Resolution - 96 -320 - Authorizing the City to submit to the U.S. Department of Housing and Urban Development, the Consolidated Plan - One Year Update for receipt of Community Development Block Grant funds, Home Investment Partnership Program, and Emergency Shelter Grants Program. 15. Resolution - 96 -321 - Authorizing City officials to execute a Traffic Control Signal Agreement between the City of St. Paul and Mn/DOT covering the cost of construction of signal revisions and interconnect along University Avenue from Prior to Eustis. 16. Resolution - 96 -322 - Requesting an extension of time to complete repair work on a building at 767 Waterloo. 17. Resolution - 96 -323 - Requesting an extension of time to complete repair work on a building at 797 East Maryland. FOR DISCUSSION 18. Resolution - 96 -296 - Accepting the STAR Small Grant Adverse Lending Report, and authorizing the Neighborhood STAR Board to proceed with Second Cycle Neighborhood Pre - applications and Small Grant Application selection process. Final Adoption - 96 -260 - An ordinance amending the Saint Paul Legislative Code by establishing a user charge for excessive consumption of health code enforcement services.
