before the City Council on Tuesday, April 16, 1995, at the Homecroft Recreation Center to consider the
application of Plaza Concepts, Inc. to designate property at 2431 West 7th Street as a commercial
development district. This will make the applicant eligible to apply for an additional intoxicating liquor
license for the space vacated by Champps restaurant.

North St. Paul for any loss or damage to its House Fire Safety Exhibit while at the Arlington Recreation

Dale Street improvement project.
14. Resolution - 96 -320 - Authorizing the City to submit to the U.S. Department of Housing and Urban
Development, the Consolidated Plan - One Year Update for receipt of Community Development Block
Grant funds, Home Investment Partnership Program, and Emergency Shelter Grants Program.
15. Resolution - 96 -321 - Authorizing City officials to execute a Traffic Control Signal Agreement
between the City of St. Paul and Mn/DOT covering the cost of construction of signal revisions and
interconnect along University Avenue from Prior to Eustis.
16. Resolution - 96 -322 - Requesting an extension of time to complete repair work on a building at 767
Waterloo.
17. Resolution - 96 -323 - Requesting an extension of time to complete repair work on a building at 797
East Maryland.

18. Resolution - 96 -296 - Accepting the STAR Small Grant Adverse Lending Report, and authorizing
the Neighborhood STAR Board to proceed with Second Cycle Neighborhood Pre -

19. Administrative Order - D00859 - Authorizing payment, not to exceed $500.00, to Woolley's
Restaurant for meeting costs for a Fire and Safety Services Team meeting. (Laid over from March 27)

20. Final Adoption - 96 -260 - An ordinance amending the Saint Paul Legislative Code by establishing a
user charge for excessive consumption of health code enforcement services. (Substitute introduced

21. Third Reading - 96 -284 - An ordinance finalizing City Council action approving the petition of
Steve Scribner to rezone property at 1374 Arcade Street from B -3 and R -4. (Public hearing held
