D00637 Amending the 1986, 1994 and 1995 budgets of the Capital Improvement Program fund in
the Division of Parks and Recreation to provide additional funds for the underground fuel tank
removal project - soil remediation.
D00638 Addition of $5,025.98 to the contract for removal of underground fuel tanks.
D00639 Amending the 1995 budget in the Division of Risk Management by transferring money to
allow for purchase of audiometric equipment.
13. Resolution - 95 -1103 - Discontinuing the City's policy of releasing abandoned pets for animal
research and continuing the policy of euthanizing pets that are not reunited with the owners or not

14. Resolution - 95 -1104 - Approving the canvass and declaring the official results of the City Primary
Election held on September 12, 1995.
15. Resolution - 95 -1105 - Finalizing City Council action taken on September 6, 1995, granting the
appeal of University United from the decision of the Planning Commission which had granted variances
for a sign for Big Wheel Rossi at 1469 University Avenu e.
16. Resolution - 95 -1106 - Finalizing City Council action taken on September 6, 1995, concerning
adverse action against licenses held by OPBM, Inc., dba Amelia's, 175 5th Street East.

17. Resolution - 95 -1107 - Approving payment of $10,000 to Harm Modder and Deborah Modder in full
settlement of their claim against the City of St. Paul.
18. Resolution - 95 -1108 - Approving payment of $7,900 to Thomas Benedum in full settlement of his
claim against the City of St. Paul.
19. Resolution - 95 -1109 - Approving Disbursement of Youth Program Funds to All Amateur Sports
and Boxing Club, Boosters East, Inc., Creative Theatre Unlimited, Dayton's Bluff Center for Civic Life,
Duluth & Case Booster Club, Dunning Boosters, Eastside W restling Organization, Eastview Booster
Club, Frogtown Festival, Inc., History Day Support Club, Lexington /Hamline Community Council,

20. Resolution - 95 -1110 - Increasing the general fund spending and financing plans by $12,029 in the
Police Department for overtime and cellular phone service in association with the School Liaison
Program.
21. Resolution - 95 -1111 - Granting authority to the Police Department to enter into a lease agreement
with the State of Minnesota to lease 120 parking spaces from "parking lot Y" between Minnesota Street,
Columbus Avenue, Robert Street, and 12th Street.
22. Resolution - 95 -1112 - Accepting $202,000 in additional State discretionary funding to provide re-
employment and training services to workers dislocated by company downsizing at Unisys.
23. Resolution - 95 -1113 - Requesting payment of State Grant in connection with the Science Museum
proj ect.
24. Resolution - 95 -1114 - Entering into an agreement with the Minnesota Department of Public Safety
for the project entitled "Safe & Sober Communities" during the period October 1, 1995, through January
31, 1997.
25. Resolution - 95 -1115 - Authorizing the Department of Fire and Safety Services to enter into an
agreement with the Minnesota Department of Public Safety for public schools fire inspections.
26. Preliminary Order - 95 -1116 - In the matter of constructing concrete curb and gutter, new
bituminous surfaced roadway, concrete driveway aprons, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer re pairs, and a lantern style lighting system
in the area called Hatch/Park RSP (Area 35) bounded by Sycamore, Maryland, Rice and Jackson, and

pertaining to sewer systems; changing definitions.

32. Resolution - 95 -849 - Requesting the Department of Public Works and the Police Department to
develop a strategy to help make St. Paul streets safer from speeders and reckless drivers, that the City
Council request that the Minnesota State Legislature allow the City of St. Paul to be creative in traffic
enforcement, and that the City adopt, with community input, a ZERO TOLERANCE POLICY for traffic

35. Resolution - 95 -1120 - Approving application for an Off Sale Malt, Gas Station and Grocery -C
