PURPOSE The purpose of the Phalen Corridor Middle Section Plan and 40-Acre Study is to provide for new mixed use development and the rehabilitation of existing housing and commercial areas in the Phalen Corridor, between Edgerton on the west and Earl on the east. In addition, the plan includes recommendations for recreational facilities immediately west of Arcade Street and adjacent to the Johnson Achievement Plus Elementary School and the East YMCA. The plan and 40-acre study is the second amendment to the Phalen Corridor Development Strategy, adopted by the City Council three years ago to enhance, stabilize and sustain Saint Paul's East Side. INFORMATION ABOUT THE PLAN The plan includes four priorities for City participation, including: 1. Change the zoning of property in the area; a map of proposed zoning is reproduced on the back. 2. Work with public and private entities to implement a land use plan that focuses on the development and rehabilitation of housing and commercial areas in the Middle Section. 3. Seek funding for the recreational uses and refine the development concept for the area west of Arcade and adjacent to the Johnson Achievement Plus Elementary School and the East YMCA. 4. Support retention of 3M's presence in the area, including a shift to a research/manufacturing emphasis.
