The maximum allowable size for an accessory structure is 1,000 square feet and the proposed garage would be 1,248 square feet,for a variance of 248 square feet. Mr.Hardwick showed slides of the site and reviewed the staff report with a recommendation for approval,subject to the condition that the garage is not used for commercial purposes and that the addition is finished to match the finish on the existing garage. No correspondence was received opposing the variance request. However,one phone call from the neighbor at 1801 Ivan Street, in opposition to the variance request. No correspondence was received from District 9 regarding the variance request. Ms. Morton questioned the size of the garage. Mr. Hardwick replied that the garage will be 24 by 52-feet. Ms. Morton questioned the size of the house on the lot. Mr. Hardwick stated he did not know. Ms.Morton questioned whether there were an ordinance that the garage could not be larger than the house. Mr.Hardwick replied no there is not. Normally on an average sized City lot in order to maintain the character of the house being the principal structure,the house be larger than any accessory structure,the accessory structure would be subordinate to the house. There is not actual ordinance to that effect. In cases where there is a larger lot such as this one the size of the garage is not that critical. The applicant CAROL&JEFFREY P.BURKE, 1804 Benson Avenue,were present. Mr. Burke submitted three letters from their nearest neighbors stating their support for the project. Ms. Burke stated that the square footage of the house is approximately 1,800 square feet. There was no opposition present at the hearing. The required setback from St. Clair is 25 feet and the proposed setback is 18 feet, for a variance of 7 feet. Mr. Hardwick showed slides of the site and reviewed the staff report with a recommendation for approval. No correspondence was received opposing the variance request. No correspondence was received from District 14 regarding the variance request. Mr. Faricy questioned what is being added to the structure, the site plan only shows a black box. He questioned whether the Parks&Recreation Department can provide the Board with some kind of plan of the proposed building. Noting that this is a recreation center and a lot of people will see this building stating his concern about what is going to be built here. Mr. Hardwick stated that yes the Parks& Recreation can use the City's Design section,noting that he is deferring to the Parks Department's representative. The applicant JOE BUZICKY-PARKS AND RECREATION, 1100 Hamline Avenue North, was present. Mr. Buzicky stated that the drawing was his attempt to locate the addition. This project was accepted by their Department Director without any funding and will be completed in house. It will basically consist of masonry walls to match the existing structure and a sloped roof that will project slightly above the existing roof. Mr. Faricy questioned a gabled roof? Mr. Buzicky replied it is a gabled roof that slopes from east to west, a 1/12 pitch. Mr. Buzicky stated that the one-car garage will be removed and that space will be incorporated into the new two-car garage. The total new foot print will be 22 by 28-feet. However,one anonymous phone call opposing the variance was received by staff No correspondence was received from District 15 regarding the variance request. Ms.Kvasnik replied that they own two vehicles. Ms.Bogen questioned the reason for not placing the parking pad on the north side away from the tree. Ms. Kvasnik replied that would put the parking space right in front of the house and would obscure the view. There is also landscaping already in the front yard that would have to be destroyed,it seemed to make more sense to go to the right rather than the left. Mr. Ken Stein, 717 Woodlawn Avenue,stated he lives across the street and sees it every time he sets down to dinner and does not see anything that would be detrimental to the neighborhood. Ms. Bogen questioned whether the driveway needed a building permit or an inspection. Mr.Hardwick replied that driveways and surface parking spaces do not need permits. Where as,a foundation does require a permit because there are standards for that. Surface parking and driveways do not require a permit. Whenever someone asks in our office,we inform them that although it does not require a permit they do need to provide us with a site plan so we can be sure that where they are proposing to make this parking space meets the code requirements. Here the applicant hired a concrete contractor and assumed that he would not do anything illegal. Mr.Wilson moved to approve the variance and resolution based on findings 1 through 6,subject to the condition that the applicant obtains an encroachment permit from Public Works. Mr. Hardwick showed slides of the site and reviewed the staff report with a recommendation for approval. No correspondence was received opposing the variance request. Mr. Delisle noted that they are trying to build a 3-bedroom rambler on the site. Mr. Wilson questioned whether the applicant knew if he would need any further variances to build on the new lot. Mr. Delisle replied not to his knowledge. Mr. Wilson questioned whether Mr. Delisle had been in contact with the District 6 Community Council. Mr. Delisle replied yes he did attend the community meeting. Noting that they had some kind of administrative concern that he did not understand.
