County Attorney and Budgeting and Accounting, in support of educational
opportunities related to waste management and coordinated by the Saint
Paul-Ramsey County Department of Public Health, in the amount of

8.4 WORKFORCE SOLUTIONS —YouthLEAD Program Services Request for
Proposals
Board Action Requested: Authorize the issuance of a Request for Proposals
for the provision of YouthLEAD Program Services in program Year 2004-2005
(July.1, 2004-June 30, 2005), excluding the stand-alone Summer Program for
2004.
8.5 COUNTY MANAGER— Public Safety Communications System (800 MHz)
Contracts for Services.
Board Action Requested:
1) Approve the contract with Alliant Consulting, Inc., 555 W. 7th Street, Saint
Paul, MN 55102, for consulting services, in an amount not to exceed
$21,000;
2) Approve the contract with Ronald Vegemast Engineering, Inc., Interchange
Tower, Suite 180, 600 South Highway 169, Minneapolis, Minnesota 55426-
1296, for engineering services, in the amount of$45,000, inclusive of all
costs and fees;
3) Approve the issuance of a Request for Qualifications and Interest (RFQI)
upon approval by the County Attorney and Budgeting and Accounting for
specialized services, including, but not limited to civil and electrical
engineering services; and
4) Authorize the Chair and Chief Clerk to execute the contracts with Alliant
Consulting, Inc. and Ronald Vegemast Engineering, Inc. upon approval by
the County Attorney and Budgeting and Accounting.
8.6 BOARD OF RAMSEY COUNTY COMMISSIONERS — Commissioner Susan
Haigh — Ending long-term homelessness in Minnesota.
Board Action Requested: Approve inclusion of the following as a support item
in the 2004 State Legislative Package:
Support the Minnesota Housing Finance Agency request for $20 million in
general obligation bonds to complement production of new units of
supportive housing in 2004 as a first step to ending long-term homelessness
in Minnesota.

P11 PUBLIC HEALTH — Policy Discussion on Household Hazardous Waste Issues.
Board Action Requested:
1) Direct staff to attempt to negotiate a five-year agreement with Bay West by
mid-2004; the agreement should assure continuation of HHW services as
currently provided; should maintain the year-round HHW site at its current
location, should be redesigned to reflect the requirements of the State
contract, and should include flexibility to allow for the County to take
advantage of other HHW-related opportunities that may arise during the
term of the agreement;
2) Direct that, should efforts to negotiate an acceptable agreement with Bay
West fail, the Department shall return and seek authorization from the Board
to issue a Request for Proposals to seek a private vendor to provide a year-
round HHW site, and services for that site and satellite sites; and
3) Direct staff to closely monitor the Washington County study on HHW, and to
identify future opportunities for collaboration on HHW services between the
two Counties.
