Consequently,the Planning Commission of the City of Saint Paul will hold a public hearing on the items the City Council identified for review. The purpose of the revised amendments are to: • Allow business signs to be illuminated only when a business is open. • Require a sign structure to be removed 90 days after a business becomes vacant,unless reused. • Prohibit rooftop signs. • Delete the original proposal to allow off-site directional signage for community center and religious,civic and educational institutions. • Eliminate the exemption of sports facility sponsorship signs from requiring a permit. • Remove the Board of Zoning Appeals from having authority to grant variances from the sign ordinance and give sign variance authority to the Planning Commission. Additional revisions would apply only to billboards: • Prohibit billboard extensions. • Allow the illumination of billboards between 7 a.m. and 10 p.m. only. • Prohibit any further nonconformity for the use of property if there is a nonconforming advertising sign on the property unless the sign is removed within a specified time frame. • Prohibit the illumination of existing unlit advertising signs. • Require advertising signs with out-of-date messages or damaged faces for more than 60 days to be declared a nuisance and removed. • Require advertising signs to be set back at least 20'from the property line. Furthermore,the City Council requests that the Planning Commission study a policy for external skyway banners and banners attached to utility posts or other city owned property.
