Ann Hoxie, SPPS Student Wellness Administrator, shared the policy with the Advisory Committee and led the discussion. The Advisory Committee had an animated and supportive discussion about the draft policy. We commend the School Board for its attention to"promoting and protecting student health, well being and ability to learn by providing programming, curriculum and services that address healthy behavior, skills and knowledge." The Advisory Committee supports policy that provides specific nutritional guidelines regarding beverages, foods, and portion sizes. Giving attention to not only food served through the school lunch and breakfast programs, but also providing guidelines for parents and teachers to use for celebrations and fund raising, and specifying the contents of vending machines indicate that the Saint Paul Public School Board values its role in providing a healthy environment for children while they are in school. The Advisory Committee supports the portions of the Wellness Policy that relate to Physical Activity. The committee supports SPPS offering physical education classes and opportunities for physical activity during and after school hours as much as possible. The Saint Paul-Ramsey County Community Health Services Advisory Committee hereby goes on record as supporting the Saint Paul Public Schools Policy 537.00 Wellness Policy and encourages the School Board to adopt this policy. A lot of literature was distributed including: Obesity Prevention Resource Guide, Saint Paul Public Schools Wellness Policy, Resident Survey Overview to the Ramsey County Healthy Communities Study, and 2006 Heart of the Hill Registration. Julie spoke about the many activities that are occurring in the community including: World Diabetes Day with the theme Live Healthy Live Strong. Approximately 500 students were involved and received information on BMI measurements, nutritious snacking, importance of water, risk factors and diabetic supplies. The STEPS program is working very closely with the Saint Paul Public Schools, which, next to NW Airlines, has the largest industrial kitchen in MN. STEPS will finance a promotion campaign where a healthy breakfast will be served. Ann Hoxie spoke about the draft Wellness Policy being considered by SPPS. All schools that receive federal funding must have a policy by July 06. The process for developing a policy included meetings with Hispanic, Hmong, and Native American students and parents and the teachers union. One of the challenges is to develop alternative "health foods" fund raising and to discontinue "sweets" as motivation for students. Committee members asked about increasing physical activity in school. The response was that there is not enough gym space, not enough teachers, not enough funding and not enough • time. Members suggested adding after-school activities and non-competitive sports. 1 r Committee members discussed including sleep as a wellness requirement. Obesity is on the rise in the elementary schools and kids are "locked" in homes because of the unsafe neighborhoods where they live. The Heart Association is lobbying for more physical activities at school. Members asked that a letter of support for the Saint Paul Public Schools Wellness Policy be drafted and gave the Chair authority to review, revise and send (copy enclosed). Public Health Teen Parent Program: Descriptions, Data and Outcomes from July 2003 to Present Deb Hendricks, Section Manager; and staff, Mary Elizabeth Berglund, Sharon Cross, and Sue Mitchell, made a presentation in preparation for a presentation to the Ramsey County Board of Commissioners. The public health issues for teenage parents include: serious health risks, TANF funding, MFIP funding, high school graduation rates are low, low birth weight babies, inadequate parenting skills, possible abuse and neglect and poor school performance. The teen parent program has the following goals: assure children are safe and nurtured, promote healthy development, promote planned families, promote child-teen interaction, promote high school graduation, increase long-term self-sufficiency. It was noted by a committee member that MN is 45th in spending on birth control. Rob Fulton said this is because health plans in MN include contraception services. Data: 918 children and teens have been served. There are 250 teen births each year in Ramsey County. The cost of the program is $2.5 million. At the time of exiting the program, 34% of teens had suspected mental health issues. Only 11% of program participants have contact with the criminal justice system. 43% of teens reported a history of abuse. Teens reported a 97% satisfaction rating with the home visiting program and the services received from nurses.
