Adopted Yeas—4 Nays—0 FOR DISCUSSION Chair Harris recommended going out of sequence order and to begin with Item 3, the new library director's introduction. 3. Introduction to Melanie Huggins, new Library Director. Ms. Huggins introduced herself as the new Saint Paul Public Library Director and stated she was happy to be working for the City of Saint Paul and is overwhelmed with the wonderful welcome and generosity she's received from everyone since her arrival. She plans on working closely with the commissioners to make the Saint Paul Public Library the best library in the country. Ms. Huggins and her family moved from Charlotte, North Carolina and are adjusting to a new culture and are currently living in Chair Harris' ward. Ms. Huggins provided some professional background information about her previous job in North Carolina where she was a Youth and Outreach Services Director. She believes she S was chosen as the library director for Saint Paul because of the creativity and innovation of service delivery modeled at North Carolina. • Saint Paul Public Library Agency Summary Minutes—June 21,2006 Page 2 Ms. Huggins briefly shared an overview of things important to her in libraries and hopes some of these items will resonate with what is important in the libraries to the commissioners. She feels the libraries need to maintain a sense of vibrancy and relevancy to their communities, even though every single city may be different; she believes Saint Paul is a place that is proud of its neighborhood. Therefore, she with the Board's assistance needs to develop a way to have the best library system to support the City of Saint Paul. Ms. Huggins stated she was able to demonstrate this ability in her former job by creating a building called the Imaginon, a 102,000 square foot facility for youth and teens and developed a partnership of collaboration with the Children's Theatre in Charlotte,NC. She stated this library is unlike any library in the country and the building is definitely something that is on the radar of libraries throughout the world. Ms. Huggins recently visited Denmark where she spoke to the Danes about this particular project. Ms. Huggins stated the other important thing with libraries is partnerships and facilitating partnerships with cultural institutions. Ms. Huggins spoke proudly of a particularly partnership the City of Charlotte developed with several cultural institutions. Apparently, library cards were created with images of the different cultural institutions around the City of Charlotte, and so when a customer displayed their library card at any of these institutions and purchased an item, they would also get a item free, or free tickets. Ms. Huggins believes a library can be a cultural hub and can create partnerships which can develop into • deep and meaningful library experiences for people throughout the community. She stated she had samples of library cards with the cultural institution images to show and share with the commissioners. The other issue Ms.Huggins is passionate about is technology, technology to improve the quality of service and to increase access to services. Ms. Huggins feels the technology plan is an area that needs to be critically addressed for the Saint Paul Public Library. Commissioner Helgen asked Ms. Huggins if she was looking at wi-fi and broadband technology. Ms. Huggins replied wireless is a place where she is hoping to have a quick victory, so hopefully it could be installed in many locations, if not all the locations. Ms. Huggins stated some ways technology can be used, in ways she's utilized it at her previous job was by creating the first Teen Summer Reading Program online. She believes this is how the teens like to interact with the library, whether it is online or through Wikipedias and Podcasting these innovated uses of technology were specifically created to attract teens. Ms. Huggins stated she noticed Saint Paul's demographics reveals a large percentage of its population between the ages of 18 through 36 year olds are the ones least likely to be satisfied with library services, so the library's work is cut out for them to make libraries more relevant in their lives. • Ms. Huggins' other philosophy which she holds dearlyis libraries are champions p ons of literacy, she hopes she and the Board can look at ways libraries can ensure they remain champions in this area. She stated Saint Paul has an outstanding literacy rate and a lot of work needs to be done for the people who are not readers and do not have the skills to become readers. • Saint Paul Public Library Agency Summary Minutes—June 21,2006 Page 3 Ms. Huggins discussed innovation of service delivery and getting access points for all people at all levels of knowledge and ability. She stated an innovative service delivery message needs to be created in Saint Paul to get as many non traditional library users to use libraries and also to make our based customers who do read,happy. One of Ms. Huggins' past projects, which she is proud of, involved a partnership with the department of social services where the library was able to provide backpacks full of books, cameras and photo albums for children who were going into foster care. She felt by doing this the library could have a role in maintaining some sense of normalcy in the children's lives while their going through this upheaval. She utilizes the library's role to be used in many non traditional ways and is looking forward to working with the commissioners to develop this even further. Chair Harris thanked Ms. Huggins and stated the commissioners were very excited to have her as the library director because she came highly recommended because of her great work. He stated it sounds as though Ms. Huggins has many great ideas and feels the Board is ready to get some quick victories, and thanked and welcomed Ms. Huggins. 2. Information Report on the Urban Library Program. Gwen Peterson (Administrator of the Urban Library Program) stated the ULP completed its • second year and 18 students are graduating in the end of June. She stated it was also another fascinating year for her personally, as the administrator for this program. Ms. Peterson stated two of her students would take turns speaking before the Board about their great positive experiences with the program and what they each got out of the program on a personal level. The first student to speak before the Board was Eric Yang, followed by Sitina Medda. Eric Yang thanked the Library Board for supporting the Urban Library Program. He stated it was a great program and one of the things he enjoyed best about the program was the fact it was such a diverse group both culturally, age wise and gender wise. Mr. Yang currently works for the public library system and recommends anyone who works for the public library system to apply for the Urban Library Program because it would help them throughout their career, especially if they wish to stay with the library and to extend their career. Mr. Yang completed his presentation and asked the Board if they had any questions. Sitina Medda stated she graduated from the Urban Library Program and thanked the Board for supporting the program. Ms. Medda stated she enjoyed learning about the public library system because in her country they do not have libraries. She stated she is helping immigrant such as herself, understand what a public library is and has been working at Dayton's Bluff Branch Library since February 2006. Ms. Medda completed her presentation and thanked the Board. Chair Harris thanked both of the students and stated diversity is an important issue, • particularly for the Urban Library Program because it helps make our libraries adapt to the changing culture in our community. Particularly because there are some countries that do not have public libraries and many immigrants are coming to these countries that are unfamiliar,with them. He stated it would be spectacular if there were ways we could connect and bring the library out into the community which is what the ULP does. • Saint Paul Public Library Agency Summary Minutes—June 21,2006 Page 4 It provides opportunities for the students and immigrants to be part of the library system and for our community to have a greater access to the library. 4. Information Report: Direction for Saint Paul and the Public Library. Melanie Huggins stated it is an exciting time for her to be in Saint Paul for quite a few reasons,not to mention, there is a Library Board and a Mayor who obviously cares about the library. Ms. Huggins stated the Saint Paul Public Library recently completed a strategic plan process that looks ahead to the next three years. She stated this library and libraries across the country have some critical decisions to make about the future of their services. She stated the library is excited about the strategic plan process because it challenges them as a community to move forward. The library needs to figure out how to give the citizens, the customers, and even the people who are not customers of the library the most value, and how to get them to access and utilize all the resources the public library has to offer no matter what neighborhood they live in. These are things, Ms. Huggins will be discussing with the Library Board, as well as, the community. She stated the community provided the library with a great deal of feedback on the strategic plan because they were involved in the planning process. • Ms. Huggins stated she will need the commissioner's help, advice and support in the area of figuring out how to remain on the cutting edge of technology. She stated Saint Paul's library system is far behind compared to other libraries within the region because it is missing some opportunities for progress. She feels this is particularly important for libraries because new immigrants and customers who visit the library normally do not have access to these resources, and they rely on the libraries to provide them. It's also important for people who are readers and are regular library users, who would like to use their wireless laptops in the branches. Also,because more and more information is coming to data bases, Internet and web based sources so the library has to stay current. Also, because patrons want to have some self directed experiences, such as learning how to check out their own library books. So we need to think about what pieces we need in the library to make it as strong as possible. Ms. Huggins stated an issue the strategic plan asked us to do and think about is how this library can remain a critical component and supporter of the lives of youth in the community. A large recommendation of the strategic planning process is that the library be the champion for youth, literacy and to provide out-of-school time activities for youth in the community. Ms. Huggins thinks this is important because she's heard the Mayor and several board members mention we need to ensure we are dedicating all resources to youth. Ms. Huggins discussed the issue of supporting the growing need for the work force development in Saint Paul. She stated it would benefit the new immigrants and people who need small business skills, resume writing skills and interview skills. She asked the Board • to think about how the library could use the resources they have to create some really vital work force development opportunities. • Saint Paul Public Library Agency Summary Minutes—June 21,2006 Page 5 Commissioner Helgen stated is was very exciting to hear Ms. Huggins speak about the workforce issue. He stated currently a number of questions have been raised with work force solutions, and feels it would be a great opportunity if the library could build a partnership with the county. Ms. Huggins stated this library is facing sustained ability issues which are basically through one time funding and grants which helped the library develop some wonderful programs, such as the Urban Library Program and the Homework Centers. She stated another critical decision point the library has to make is to decide which pieces to keep for the core fabric of services, and which pieces to commit to in order for resources to continue moving forward. Like as every library does, some tough choices need to be made to determine which things should become part of the core service resources are dedicated to, finding partnerships or other revenues. Lastly, Ms. Huggins states she plans on making many of decisions with her library staff because they have been very helpful in the past few weeks. Ms. Huggins had hoped Kathleen Flynn(former Interim Library Director) would have been able to attend today's Board meeting so she could be applauded for all of her hard work as the Interim Library Director. Ms. Huggins stated Ms. Flynn and staff did a wonderful job sharing their visions and has set this library on a great course but it will involve some tough decision making and • critical thinking. Ms. Huggins would like for the Board to provide her with some dialogue as to how they sees themselves being involved in this process as the library board. She stated all library boards function differently, so it will be a learning process for her and an opportunity to learn a new process. Chair Harris thanked and welcomed Ms. Huggins to the community and the Saint Paul Public Library and stated the Board is excited about the strategic plan because it sounded great.
