Approval of Summary Minutes for September 6, 2006 Commissioner Lantry moved approval. Adopted Yeas—4 Nays—0 2. Approval of Library Agency Budget and Tax Levy for 2007 (Resolution L.B. #05-012). Margaret Egan (Council's Chief Budget Analyst) presented the Library Agency's proposed tax levy which included a few technical changes in comparison to the Mayor's proposed budget. She stated the total for the Library Agency's budgets were $18,472,628, and recommends approving the resolution and stated if changes needed to be made as it proceeds through the budget process, the Board could reconvene. Chair Harris stated the library ordinance stipulates the budget has to be passed by December 15, 2006. Commissioner Lantry suggested changing the process of how the Board passes the library's budget so it coincides with the City budget. Commissioner Lantry moved approval. Adopted Yeas—6 Nays—0 Ms. Egan conducted a power point presentation overview on the Library Agency's 2007 111 Proposed Budget—Financial Planning Issues. • Saint Paul Public Library Agency Summary Minutes—November 15, 2006 Page 2 FOR DISCUSSION 3. Strategic Plan Implementation: Update on the Five Focus Areas. Ms. Huggins updated the Board on some critical issues to help them as they move forward with the budgeting process. Ms. Huggins stated the library's goal is to make Saint Paul the premier 21 St century library in the metro area. She discussed the library's extensive strategic planning process and stated it was mentioned in the Library Journal Magazine. She thanked the Friends of SPPL for getting this article published. Next year the library plans to submit an article to implement the strategic plan. Ms. Huggins updated the Board on the focused areas identified within the strategic plan: • SPELL (Saint Paul Early Language and Literacy) Collaborative is designed for non- English speaking families • Enhance reading skills to support the educational pursuits and personal growth of all students • • A plan to sustain and enhance our homework centers in five locations • Use innovative and pervasive techniques to make St. Paul residents aware of all the services the library provides • Redevelop the library's website Another area of the library's strategic plan is community collaborations which include: A Domestic Violence Center, more adult basic education, workforce development opportunities, reevaluating the library's policies and practices, and new enhanced technology. She also stated the library was in the process of installing additional PC's at the Arlington Hills, Dayton's Bluff and Sun Ray Branch Libraries. 4. Update on New Hours of Service. Ms. Huggins stated on November 5, 2006, the Saint Paul Public Library instituted its new hours of service in the libraries. She stated the large libraries with the most staff would be opened the most hours and the smaller neighborhood libraries opened for key after school hours. Ms. Huggins provided the Board with some direct feedback and concerns from the customers, and a summary of successes regarding the new hours of service. • Ms. Huggins stated that the Library eliminated evening hours on Thursdays in order to be open on Sundays from 1-4 p.m. She stated on Sunday November 5, 2006, the Central Library had 655 visitors in a 4 hour period and 688 items were checked out and on Sunday, November 12, 2006, the Central Library had 808 visitors and 1700 items were checked out. • Saint Paul Public Library Agency Summary Minutes—November 15, 2006 Page 3 Commissioner Thune stated he would be looking for cuts elsewhere in order to restore Thursday evening hours. Ms. Huggins shared some success stories with the hours of service at the new Rondo Community Outreach Library. She provided the following statistical information to the Board: In September, Rondo had approximately 35,000 visitors and in October over 40,000 visitors, and the SWAMP Homework Centers was visited by over 300 students in 35 days. She stated the MN Literacy Consortium is collaborating with Rondo Library's staff to provide ESL classes. Commissioner Thune discussed hours of services at the libraries and asked if hours could be shifted to stay open in the evenings two days a week so the Central Library could be reopened on Thursday evenings. Commissioner Thune would like to restore those hours in the evening by making some adjustments with the morning hours. Ms. Huggins stated she would check to see if the library could come up with some alternatives. • Commissioner Thune discussed the issue of the library system spending a lot of resources on CDs and DVDs. Commissioner Thune stated he was referring to the types of movies that could easily be taken off of cable or purchased at the video store. He is inquiring about the difference in prices versus purchasing a hardbound book or a paperback book. He stated he had no problem with keeping technical items, documentaries and historical items on DVD, but questions purchasing the other types of DVDs. Chair Harris agreed with Commissioner Thune's concern and advised Ms. Huggins to provide the Board with some information on collection trends for a discussion topic at the next board meeting. Commissioner Montgomery stated she visits the Rondo Library quite frequently and in most cases a video cannot be found. Commissioner Bostrom stated if discussions were going to be had on hours of operation at the libraries, then to look at all of the libraries, and not just one library. Commissioner Thune stated he was only referring to shifting operations within the Central Library and would not raid other libraries. Ms. Huggins stated part of the library's strategic plan is to evaluate its overall collection development policy to ensure money is being spent on collections in the best way possible. • 5. Self-Check Discussion. Ms. Huggins provided the Board with a short explanation on self-check units and how they operate and what they intend to do for the library. • Saint Paul Public Library Agency Summary Minutes—November 15, 2006 Page 4 She stated self-check units allow patrons to check out their own materials and the library plans to install 36 self-check units within the agencies, except for the Bookmobile. The self- check units cost about $4,000 a piece, and this price covers expenses for the software license and the touch screens for each unit. The library already has the hardware to make the unit work and it is compatible with the library's existing catalog. Ms. Huggins stated during the past 10 years circulation increased by 34%, even during the two months this year that Rondo Library opened and the Lexington Outreach Branch Library closed. And so far year, the libraries are already on target to see another sizable increase in circulation. Ms. Huggins stated self-check units improve customer services in several ways such as speed up service for the customers. It would allow library clerks to interact at the desks with customers who have fines or are signing up for library cards. It would also significantly reduce the risk of repetitive stress injuries to library staff Ms. Huggins stated customers would like the privacy of using self-check units and the speed of it. She stated self check service is a strong and widely excepted trend in library services throughout the metro area. Ms. Huggins shared information she received from libraries in the metro areas that use self- check units: • Washington County reported 90% of the materials were checked out on self-check units • Minneapolis Central Library reported 85% of the materials were checked out on self- check units • The Franklin Branch Library in Minneapolis reports 70% of its customers cannot speak English as their first language, but use self-checks, and so far are not dealing with language or technological barriers • Ramsey County reported 80% of its circulation could be from self-check if the DVDs were housed in cases people could open • Dakota County Library reported 85% of its materials were checked out on self-check units In terms of being able to use library staff more effectively, self check units would not necessarily eliminate jobs.
