The motion was seconded by Commissioner Regal and carried unanimously. CONFLICT OF INTEREST None of the Commissioners had a conflict with items which would be discussed at this meeting. NEW BUSINESS ADMINISTRATIVE COMMITTEE THIRD QUARTER FINANCIAL STATEMENTS Commissioner Grzywinski made a motion, stating the Administrative Committee had reviewed the Port Authority's third quarter financial statements and recommended 37677.v1 -1- No member of the public requested to address the Board; therefore, Chair Anfang declared the public hearing closed and proceeded with the roll call vote with the Commissioners voting as follows: Commissioner Lantry - aye Commissioner Grzywinski - aye Commissioner Hutton - aye Commissioner Bostrom - aye Commissioner Regal - aye Commissioner Morgan - aye Chair Anfang - aye The motion carried unanimously. RESOLUTION NO. 4197 CITY OF SAINT PAUL — DEPARTMENT OF PUBLIC WORKS PUBLIC HEARING — SALE OF LAND — EMPIRE BUILDER PARCEL A President Johnson addressed the Board with a request to "table" Resolution No. 4197. An issue has come up involving land connecting to a park on the East Side which may impact the land involved in the swap between the City and Port Authority. He further stated the transaction was not critical and therefore will allow the Port time to meet with the City's Public Works and Parks departments. Chair Anfang declared Resolution No. 4197 tabled to the next regular meeting of the Port Authority Board of Commissioners in December. RESOLUTION NO. 4198 PROJECT GEMINI AREA DEVELOPMENT RATE TRANSFER TO THE PHALEN-ATLANTIC AREA FROM GREAT NORTHERN BUSINESS CENTER NORTH (MAXSON STEEL) Commissioner Regal made a motion to approve Resolution No. 4198, stating it had been reviewed by the Credit Committee and recommended for approval by the Board. The motion carried unanimously. A copy of Resolution No. 4198 is on file at the office of the Saint Paul Port Authority. GENERAL MATTERS INFORMATIONAL REPORT - THIRD QUARTER DEVELOPMENT AND REO TEAM PRODUCTION President Johnson presented the report to the Board of Commissioners. No one had any questions. A copy of the report is on file at the office of the Saint Paul Port Authority. 37677.v1 -3- • Outreach to youth, parents, and guidance counselors regarding the variety of rewarding trades career opportunities. It is the goal of the AOPP to provide contractors with a pool of work-ready, screened individuals, as they seek to strengthen and diversity their workforce. There was discussion by the Board including, but not limited to, AOPP's annual goals and the Regions Hospital expansion—which the Port Authority is involved with— being a pilot project for the AOPP. Commissioner Hutton stated he is on the Regions Board of Directors and this apprenticeship program was discussed at their last meeting. Regions is happy to participate; they want to see more involvement by others and support it one hundred percent. 3M ANNOUNCEMENT President Johnson notified the Board that 3M has notified Mayor Coleman of their intent to sell approximately 34 acres of the East Side campus and approximately 150 employees will lose their jobs. There was discussion by the Board including, but not limited to the sale of the land, future development, zoning, union/non-union positions, and relocation opportunities. DISCUSSION ITEMS a. Como Woodland/Outdoor Classroom: Presentation by District 10 (Val Cunningham, Deb Robinson). The 16 acres area by swimming pool,just east of Hamline (between Horton and McMurray fields). The removal of invasive species w/signage and renovation of Dutch Oven. It was recommended to have a resolution at the December Parks &Recreation Commission meeting to amend the Master Plan and include the Woodland Restoration. b. Evaluation of September meeting—idea=maybe have the boat trip every other year and invite different groups each year. c. Update Como Campus—Tropical Encounters is opening later this month. There will be new animals this winter including a camel and wildebeest. New staff— public relations and a horticultural manager. Lancer is building a new building for the concessions (paid for by Lancer). The Como Parking Task Force is reviewing alternatives for parking and will have concept ready for Park Commission by February 07. d. Update Recreation Services Reorganization: Moving forward. Groups have been meeting with Labor Management and union. There will be five public meetings starting in December. e. Update Park Dedication Ordinance: Moving forward, public hearing will be December 6th f. Status of Comprehensive Planning Process: Carrie Wasley is on this committee and the group is moving forward.
