Chair Paulson asked for a moment of silence for Council member Jim Reiter,who passed away on Tuesday, October 7t. c. Introduction of staff and members. d. The minutes from the September 17th meeting were approved by Chair Paulson and seconded by Commissioner Wasley. e. Chair Paulson announced there would be a Herb Brooks Memorial meeting on October 9th at 6:00 p.m. at the River Center(Rooms 8 and 9) 2. DIRECTOR'S REPORT a. Update on Accreditation: October 21, Saint Paul Parks and Recreation will receive their accreditation. b. Hamm's Bear Plaque: Three east side potential locations are; the brewing site, the Police substation, and Hamm's Park(near the Hamm's family estate in Swede Hollow). c. The Director and Management Team will be reviewing their Strategic Plan at their "in house"retreat later in October. d. In two or three weeks there will be a"Burn on the Bluffs",Missisippi River and Desnoyer Park areas. There will be professional doing the burn. Friends of the Park have donated$700 for this project. e. On-line service: An RFP will be issued by the end of October which will include data entry for all classes, etc. f. LCMR: Request to have some of the Park Commissioners attend the October 23rd hearing. Subjects include the entrance fee for parks. g. Dickerman Park: There will be a Planning Charette in November to discuss use of this area(north side of University Ave just east of Fairview) 3. ADVOCACY ISSUES a. Dunning: The original Dunning Management structure was set up as a result of a February 1,2002 agreement between the City of Saint Paul and the Lexington- Hamline Community Council(LHCC). This agreement was extended for one year,"as is"for 2003 at the request of the LHCC(Item 2,page 2 of the agreement). The agencies serving on the Dunning Management Committee are; Lexington-Hamline Community Council, Saint Paul Parks and Recreation, Central High School, Concordia University,Dunning Boosters,Farm in the City, Youth Express, Local Residents). Shane Perry from Lex Ham explained that the scheduling process for Dunning has been running smoothly,however Anna Wasescha issued concerns that her group,Farm in the City,has been unable to get scheduling. She asked for an independent evaluator to review the scheduling policy for Dunning. After much discussion,Commissioner Kayser asked the Lex Ham group to present the schedule for Dunning. At this time,they were unable to provide,but said they would get a copy to the Park Commissioners. The Park and Recreation Commission will bring this item up again on the agenda when a schedule has been produced. b. Recognition Project: A motion was made by Commissioner Byrne and seconded by Commissioner Wasley to recommend signage for the sidewalk along Harriet Island. c. Friends of the Park: Truman Porter recommended that the Commission have a uniform method of processing leasing and management agreements of Parks and Recreation spaces. Commissioner Kayser asked for problems that the Friends of Park felt were specific to this request Friends of the Park will get back to the Commission. 4. Commission Structure and Activities a. Highland Golf Course Sponsorship"Tee"Signs. As of today,there are 6 committed sponsors. Two fro $15,000; 1 for$10,000 or possibly$15,000; and 3 for$10,000. These sponsorships are good for five years. b. The location for the December meeting will be changed, as the Como Education Resource Center will not be available. 5. Subcommittee and Task Force Reports a. Long Range Planning group will meet at 4:00 p.m. on Monday,November 10th at 300 City Hall Annex. Items for agenda include;Park Foundation,Fundraising, lease Agreements, and Awards b. The Phalen Corridor Initiative will be meeting in December. c. The Como Zoo and Conservatory Society has only$70,000 left to raise for its $7 million drive. 6.
