Public Hearings on the 2003 City and H.R.A. Budgets, City Service Levels, and H.R.A. Tax Increment Plans Wednesday, November 6, 2002 at 5:30 p. m. City Council Chambers Room 300, City Hall and Court House, 15 West Kellogg Boulevard, St. Paul, Minnesota PUBLIC HEARING PURPOSE: To Hear Concerns and Comments From the General Public and Interested Organizations and Groups Regarding the City and H.R.A. 2003 Budgets, City Service Levels, and Tax Increment Financing Plans. This year the Saint Paul City Council will be holding a comprehensive Public Hearing to hear concerns and comments regarding all aspects of the City's proposed 2003 budgets. A person can come to this one meeting and comment on Right-Of-Way Maintenance Assessments, Sewer Service Charges, and Water Service Rates, as well as the spending and service delivery plans for all City departments and offices, the Housing and Redevelopment Authority, the Saint Paul Regional Water Utility and the RiverCentre Authority. The Public Hearing on the proposed City and H.R.A. budgets and on H.R.A. Tax Increment Financing Plans has been set for Wednesday, November 6, 2002 at 5:30 p.m. in the Council Chambers, Room 300, Cityhall and Courthouse, Fourth Street and Wabasha. Comments and questions are welcomed for operating budgets, debt service budgets, capital improvements, re-development projects and tax increment financing plans. file://C:\WINDOWS\TEMP\GW}00006.HTM 10/11/02 Page 2 of 2 With valuable input from interested citizens, organizations and groups, the City Council / H.R.A. Board hopes to be able to consider additional options for being responsive to the service needs of Saint Paul residents and taxpayers. On September 11, 2002, the City Council set the maximum amount of property taxes it can levy for the 2003 services governed by the Saint Paul Mayor and City Council. That amount was the same amount as levied last year for 2002 services. Thus, if any new or higher level services are to be approved for 2003, the added cost would most likely have to be offset by reduction in other existing City services. In addition to the November 6th Public Hearing on the City's budget, there will also be a JOINT TRUTH-IN-TAXATION PUBLIC HEARING with the Saint Paul Board of Education and the Ramsey County Board of Commissioners on Tuesday December 10, 2002 at 6 p.m. at Arlington Senior High School to hear comments on property taxation. This joint public hearing on property taxation is required by state law. file://C:\WINDOWS\TEMP\GW}00006.HTM 10/11/02 ,Counci Fie 4 ' C OR I G I N A RESOLUTION 1, 43 Green Sheet T 1I CITY OF SAINT PAUL, MINNESOTA Presented Ey (1P149:11 gAtReferred To Cornn1 ttee: Date Public Hearing Notice For 2003 Water Rates 1 Be it RESOLVED, that in accordance with Section 85.01 dealing with Water Charges, 2 the Council does hereby set a public hearing of the proposed Water Charges for the year 3 2003 on November 6, 2002 at 5:30 p.m. in the Council Chambers.
