Kellogg bridge. The permit applications were originally submitted to the City in 1998 and 2000 during the billboard moratorium; they were not processed because of the moratorium and thus were not denied explicitly and in writing within 60 days, as the city is required to do under state law according to a subsequent district court decision in another case. The appeal,which claims that the City does not have to permit the new billboards, was filed jointly by four district councils,the Lowertown Depot developer, and Scenic St. Paul.
