Kellogg Boulevard, Saint Paul, Minnesota. All interested persons are invited to attend and address the City Council on this matter. Written comments will be accepted until 5:00 p.m. on February 7, 2001, and should be sent to Lucy Thompson, PED, 1300 City Hall Annex, 25 W. Fourth Street, Saint Paul, Minnesota, 55102. Copies of the Upper Landing Urban Design Master Plan are available from Lucy Thompson at 651-266-6578. Questions may also be directed to Ms. Thompson. BACKGROUND • The Upper Landing redevelopment site is located directly west of downtown and south of Irvine Park. Roughly bounded by the Mississippi River East Bank Regional Trail corridor(along the old Shepard Road right-of-way), Xcel Energy's High Bridge Plant, new Shepard Road and Chestnut Street, this approximately 26-acre parcel is poised to become a new mixed-use urban village, as envisioned in the Saint Paul on the Mississippi Development Framework. As the Framework says, the Upper Landing is "a place where the balance between the culture of the city and the nature of the river is played out. The mixed-use development proposed on the site seeks to connect to the river and the city, inviting the citizens of Saint Paul to live and work near the river as well as to experience and contemplate it, A broad range of housing types and commercial ventures catering to the local and visitor market is supported. A broad naturalization strategy aims to reintegrate and restore the river's edge and flats..." The complexity of the site was recognized in the Upper Landing Precinct Plan (a component of the Framework), which called for detailed technical analysis of engineering, regulatory and development feasibility issues before a final development/urban design plan could be prepared. In August, 1999, Centex Multi-Family Co. was granted tentative developer status for the Upper Landing to explore the feasibility of development within the vision laid out in the Framework. Centex proposes to develop an urban village containing approximately 600 rental and for-sale housing units,commercial uses(restaurant, retail and office)and public open space. THE UPPER LANDING URBAN DESIGN MASTER PLAN Subsequent to Centex's designation as tentative developer, the Department of Planning and Economic Development asked the Saint Paul on the Mississippi Design Center to further refine the broad community vision for the Upper Landing laid out in the Framework. In response. the Design Center, working with a multi-disciplinary consultant team, City staff, Centex and Xcel Energy, developed the Upper Landing Urban Design Master Plan. The Upper Landing Urban Design Master Plan addresses the following development and urban design issues: • technical site characteristics • the urban character of the neighborhood • treatment of the neighborhood's edges • street typologies • the appropriate mix of uses • appropriate development density and massing • the preservation of key views to the river • stormwater management OVER SAINT PAUL PLANNING COMMISSION INITIATING DOWNTOWN RIVERFRONT 40-ACRE STUDY On January 26, 2001, the Saint Paul Planning Commission initiated the Downtown Riverfront 40-Acre Study (see map for boundaries). The 40-Acre Study has three goals: 1) to implement the Mississippi River Corridor Plan,Land Use Plan and Saint Paul on the Mississippi Development Framework; 2) to prepare the Upper Landing site for redevelopment; and 3) to make zoning more consistent with existing and proposed land uses along the City's riverfront. The draft Mississippi River Corridor Plan, a chapter of the Saint Paul Comprehensive Plan, states that the RCR-1, RCC-1 and RCI-1 zoning districts are ineffective and, in some cases, inconsistent with the City's vision (as stated in the Land Use Plan and the Saint Paul on the Mississippi Development Framework) for mixed-use urban villages on large sites along the downtown Mississippi riverfront. In addition, these zoning districts have been confusing to use. No changes will be made to the overlay district zoning adopted to comply with the State's Critical Area requirements. The Upper Landing site is currently zoned RCR-1. While this zoning category would allow the type of residential development envisioned, it does not allow any commercial uses. In addition, the intent is to facilitate, through zoning, a finer-grained mix of uses within one zoning district. Beyond the Upper Landing, there are other sites along the City's downtown riverfront that would benefit from having their zoning classification be more consistent with existing and proposed uses, such as Harriet Island Regional Park. These areas will be studied as well.
