Kellogg Boulevard, Saint Paul, Minnesota. All interested persons are invited to attend and address the Planning Commission on this matter. Written comments will be accepted until 5:00 p.m. on Friday, April 13, 2001 and should be sent to Lucy Thompson, PED, 1300 City Hall Annex, 25 W. Fourth Street, Saint Paul, Minnesota, 55102. PURPOSE The Downtown Riverfront 40-Acre Zoning Study has 3 goals: 1)to implement the Mississippi River Corridor Plan, the Land Use Plan and the Saint Paul on the Mississippi Development Framework; 2)to prepare the Upper Landing site for redevelopment; and 3)to make zoning more consistent with existing and proposed land uses along the City's riverfront. The Study recommends two types of changes to the Zoning Code, one regarding the map and one regarding the text: 1. Rezoning of all parcels currently zoned RCR-1,RCC-1, or RCI-1 to reflect the draft Mississippi River Corridor Plan,the Land Use Plan, and the Saint Paul on the Mississippi Development Framework. NORTH BANK 1) Rezone the Upper Landing development site and other parcels along Shepard Road (except Xcel Energy property)to OS-2. 2) Rezone Xcel Energy property to I-1. 3) Rezone parcels east of Chestnut south of Shepard Road to R-4. SOUTH BANK 4) Rezone Raspberry Island to R-4. 5) Rezone Harriet Island to R-4. 6) Rezone former Department of Revenue site to OS-2. 7) Rezone industrial parcels behind Harriet Island to I-1. 2. Amending the height limits in OS-2 to reduce permitted building heights. Staff are recommending that the maximum building height allowed without a SCUP be reduced from 65 feet to 45 feet. Staff likewise recommend reducing the maximum building height allowed with a SCUP from 100 feet to 90 feet(any building requiring a SCUP will be required to provide the Planning Commission with a view analysis showing how buildings will affect views). The zoning amendments include recommended changes in zoning classifications for some property along White Bear Avenue, a proposed special district sign plan, and two proposed zoning overlay districts. A redevelopment plan for the Hillcrest area is also included in the planning package for eventual approval by the Saint Paul Housing and Redevelopment Authority. The hearing will be held on: Friday, April 13, 2001 8:30 a.m. City Hall Conference Center, Lower Level, Room 40 (15 West Kellogg Boulevard, Saint Paul) All comments concerning this plan summary and proposed zoning amendments will be heard at this hearing.
