The purpose of the Riverview Corridor MIS is to provide a broad-based, conceptual-level analysis of proposed transportation improvements in a defined geographic area. In St. Paul, the Riverview Corridor extends from the Highway 5 bridge over the Mississippi River through the downtown to East Seventh and Earl Street. The analysis is used to assist the public and decision-makers in identifying the best transportation alternative in which to invest funding. The MIS process was developed by the US Department of Transportation as a way to review efficiently and methodically a range of potential solutions by using comparative analysis tools to identify what type of transportation solution would best meet the transportation needs of a particular corridor. It is not a detailed analysis of all possible solutions. Potential alternatives are defined at a conceptual level, with sufficient detail to compare their advantages and disadvantages. The MIS process provides study participants with several types of key information. It identifies: • alternatives which respond poorly to corridor needs and should be dropped from further consideration; • alternatives with the most promise to address corridor conditions; and • summary level information on anticipated benefits and problems associated with the promising alternatives. The study's goals are: 1. Improve access and mobility in the Riverview Corridor and the region. 2. Support economic and housing revitalization of the corridor. 3. Contribute to positive economic conditions. 4. Provide effective and efficient transportation options in the corridor and throughout the region. The Ramsey County Regional Rail Authority will release the MIS on August 28, 2000. Ramsey County will accept comments until October 20, 2000. Kellogg Boulevard, Saint Paul, Minnesota. All interested persons are invited to attend and address the Commission on this matter. Written comments will be accepted until 5:00 p.m. on Friday, September 22, 2000, and should be sent to Lucy Thompson, PED, 1300 City Hall Annex, 25 W. Fourth Street, Saint Paul, Minnesota, 55102. BACKGROUND During 1999, the West Side Citizens Organization worked with the Saint Paul Riverfront Corporation, Saint Paul on the Mississippi Design Center, Riverview Economic Development Association,Neighborhood Development Alliance, Saint Paul Port Authority, Capital City Partnership, Saint Paul Department of Planning and Economic Development, and Ellerbe Becket, Inc. to prepare the West Side Flats Development Strategy. The Development Strategy lays out a long-term vision for a portion of the West Side Flats bounded by Robert Street, Plato Boulevard, Wabasha Street and the Mississippi River. This development strategy is the next step in realizing the vision laid out in the West Side Precinct Plan and Saint Paul on the Mississippi Development Framework. The West Side Flats Development Strategy recommends that the study area be redeveloped as a new mixed-use urban village with the following components: new open spaces and pedestrian connections to create linkages to adjacent uses/neighborhoods and add value to development parcels. - visual and physical access to the river. a street network based on the historic street grid that once existed on the Flats, allowing for appropriately-scaled development parcels, a streetscape open space network, and multiple access points for convenient vehicular circulation. - improved streetscapes, building facades and adjoining public uses. a mix of uses, including.commercial, residential and civic. In January 2000, the Saint Paul City Council and Housing and Redevelopment Authority considered the West Side Flats Development Strategy and took the following actions: 1) found the West Side Flats Development Strategy consistent with the Saint Paul Comprehensive Plan and Saint Paul on the Mississippi Development Framework. 2) endorsed the West Side Flats Development Strategy as the overall vision for the future development of the area between Robert Street, Wabasha Street, Plato -1- Boulevard and the Mississippi River. 3) requested that PED staff prepare amendments to the Riverfront Redevelopment Project Area Redevelopment Plan governing this area to reflect the Development Strategy vision. 4) requested that PED staff prepare zoning changes, where needed, to implement the vision of the Development Strategy. In July 2000,U.S. Bancorp announced its selection of a site along Robert Street just south of the Mississippi River to build a 350,000-500,000-square-foot client services center. In addition, PED is currently working with a housing developer to build approximately 750 housing units on the remainder of the portion of the West Side Flats site east of the railroad tracks. With both of these pieces in place (i.e. the West Side Flats Development Strategy and a serious development proposal), it is now clear what changes are needed to the Zoning Code (text and maps)to allow redevelopment to occur consistent with the community's vision. In general, new provisions are required to allow a true mixing of land uses within a single zoning district(e.g. residential buildings within commercial areas), and to prohibit new industrial uses in the West Side Flats project area. Minnesota State Statutes (Section 462.357 Subd. 5) allow Saint Paul to amend its Zoning Code (e.g. rezone property) without the otherwise-required written consent of the owners of two-thirds of the real estate within 100 feet of the affected parcels if two conditions are met: 1)the area to be considered for rezoning is at least 40 acres in size; and 2)the number of parcel descriptions affected by the changes renders the obtaining of written consent impractical. The Saint Paul Planning Commission has determined that these two conditions are met for the portion of the West Side Flats covered by the West Side Flats Development Strategy- i.e. the area between Robert Street, Plato Boulevard, Wabasha Street and the Mississippi River- and an additional set of parcels on the periphery of this study area where zoning is currently inconsistent with existing or proposed land use. Accordingly, the Planning Commission initiated a 40-acre zoning study on July 14, 2000. THE CITY-WIDE MIXED-USE URBAN VILLAGE ZONING AND WEST SIDE FLATS 40-ACRE STUDY Five types of changes to the Zoning Code are recommended, and will be the subject of the public hearing on September 22, 2000. 1. Creation of a new zoning district, OS-2 General Office-Service District. This zoning district would provide for a mix of commercial and multi-family residential uses. It would allow the types of uses typically found in mixed-use urban villages within a quarter mile of high-frequency transit service, at higher densities than are allowed in the OS-1 and B-1 districts. Of note is the recommendation to lower the minimum and put a cap (maximum upper limit) on the number of parking spaces required in the OS-2 district. -2- The OS-2 district would be available city-wide, although it is being proposed at this time for application to parcels within the West Side Flats project area only. 2. New definition. "Carriage house dwelling" is proposed to be added to allow for new accessory dwelling units above a detached garage. Carriage house dwellings would be allowed as a permitted use in the OS-2 district. 3. Changes to the list of permitted uses in the OS-2,B-1 and B-2 districts to make better sense of the hierarchy of zoning districts, in light of the new OS-2 district. Zoning staff has long felt that some permitted uses and special condition uses should be first allowed in lower-density commercial districts, so they have been moved into the OS- 1 and OS-2 districts. A key change here is the allowance of 100%multi-family residential structures in the OS-1 and OS-2 districts. 4. Grammatical changes that improve the flow and comprehensibility of the code, without significantly changing its content. 5. Rezoning of several parcels to reflect the West Side Flats Development Strategy, the Saint Paul on the Mississippi Development Framework and the Land Use Plan. The 40-Acre Study recommends rezoning all of the RCR-1 and RCI-1 parcels to OS-2. The I-1 zoned land is recommended for rezoning to B-3 or OS-2. Generally, where there are existing uses that are auto-oriented or industrial in nature, we are recommending they be rezoned to B-3 rather than OS-2. John Melke, C&P, strongly felt that it was unfair to impose the Lease Policy relative to termination of leasehold interests on tenants who have substantial investments in their leased property. Commissioner Rehkamp explained that he had directed Staff to address the following issues at the next meeting of the Management and Operations Committee for further review: 1) Draft language outlining the inspection procedure; and 2) Information concerning the affordable hangar issue. COMMISSIONER REHKAMP MOVED AND COMMISSIONER KAHLER SECONDED APPROVAL OF THE FOLLOWING: 1) ADOPTION OF THE REPORT TO THE COMMISSION REGARDING THE ADOPTION OF Y HE REVISED RELIEVER LEASE POLICIES, RULES AND REGULATIONS AND 2) ADOPTION OF THE PROPOSED REVISED RELIEVER LEASE POLICIES, RULES AND REGULATIONS AND DIRECT STAFF TO PREPARE NEW LEASE FORMS CONSISTENT WITH THESE POLICIES. The motion carried by unanimous vote. COMMISSIONER REHKAMP MOVED AND COMMISSIONER FIORE SECONDED TO AMEND THE ABOVE MOTION TO INCLUDE AN EFFECTIVE DATE OF NOVEMBER 1, 2000. Commissioner Fiore requested that Items 11 and 12 from the August 18, 2000 Legal Memorandum submitted to the Reliever Airports Advisory Committee be included in the record.
